The scope of work of this competition is Shenhai Expressway in the west and north, Fuzhou Avenue and secondary water source line in the east, and the water quality assurance reservoir in the south side, with a total area of about 2.6 square kilometers.

The competition aims to solicit the most creative and future-oriented spatial design solutions from around the world that can be adapted to multiple functions.

With an international perspective, we will deeply study the characteristics and trends of the construction of the headquarters area with the airport economy as the core, refine the construction concept of the future-oriented headquarters park, create a unique new paradigm of the headquarters, and help Shenzhen participate in the global economic competition and cooperation.

Establish an overall spatial framework that is future-oriented, with clear order and flexible adaptation, and put forward a spatial development blueprint that is both futuristic and feasible; Provide system solutions with certain operability to provide design guidance for the next planning work.

1.This international Competition adopts the method of global public registration without qualification requirements. 

2.Any team familiar with China’s national conditions and similar design experience will be given priority about the following aspects: 

a) Participants are required to have rich experience in urban and architectural design projects in key urban areas.

b) Participants need to have experience in the design of the city headquarters area.

c) Participants are required to have experience in environment creation and public space design.

3.The consortium is allowed to participate in the competition and the number of members of the consortium shall not exceed three. 

4.If a consortium participates in the competition, its members shall not form a consortium with other participating units alone or in other names to participate in the application. Each member of the consortium shall sign the Consortium Agreement with legal effect and clarify the lead unit and the division of work of all parties. 

5.Individuals and individual combinations are not accepted in registration. 

This international consultation adopts the method of “open solicitation” and is divided into two stages, namely, “pre-qualification stage and scheme design and review stage”. 

• Pre-qualification stage:The sponsor shall establish a pre-qualification committee, comprehensively consider the company’s creditworthiness, relevant performance of the company, team strength and A brief study of urban design, etc., and select 6 shortlisted units in pre-qualification stage (without ranking) and 2 candidate units (with ranking) to enter the scheme design stage. 
• Scheme design and review stage:Six shortlisted units submit the final outcome schemes, and the sponsor shall establish a scheme review committee to review and rank the schemes, and the corresponding unit will receive the corresponding bonus.
