Cultural and sports facilities are places to carry people's basic spiritual and cultural life and carry out sports activities. According to the Cultural, Sports and Tourism Development Plan of Shenzhen for the 14th Five-Year Plan period, by 2025, Shenzhen will form a more distinctive cultural trait characterized by openness and diversity, inclusiveness and co-existence, innovation and creativity, and modern fashion; the public cultural and sports services and the development quality of cultural and sports tourism industry in Shenzhen will reach advanced international levels; the soft power of its urban culture will be rapidly improved; it will build itself into a key regional cultural center that affects the Guangdong-Hong Kong-Macao Greater Bay Area, serves the whole China and faces the world. Shenzhen is currently striving to promote the development of public cultural services in an innovative manner, take the lead in building an inclusive, high-quality and sustainable urban public cultural service system, and create a model for the high-quality development of public cultural services.

The construction of the Project will accelerate the putting into operation of the Dasha River Culture and Sports Center as early as possible, and provide complete hardware facilities for the Center’s operation in the future by improved decoration and renovation of various indoor functional areas. Building first-class cultural and sports facilities is necessary to implement the plan of Nanshan District for its economic and social development. The completion and putting into operation of Dasha River Culture and Sports Center will provide better supporting facilities for the District, enhance the overall image of Dasha River Area, attract more talents, and realize the planning goal of integrated development of innovation, culture, eco-friendliness and habitability.

The project site is located at Dasha River Culture and Sports Center on Taoyuan Street, Nanshan District, Shenzhen, with the Xili Zhuguang Road and the Longzhu 1st Road meeting at its southeast. The Project is adjacent to the Dashahe Landscape Promenade at the west and connects to the exit of Line 7’s Chaguang Metro Station by crossing the Dasha River.

The Project has a superior geographical location, with Liuxiandong Headquarters Base to its west, the North Area of High-Tech Industrial Development Zone to its south, and the Innovation Zone in the University Town of Shenzhen to its north. It could be seen that it is at the junction of Nanshan Innovation Hubs.

Project Scale

The Dasha River Culture and Sports Center covers an area of 40,428 ㎡, with a total construction area of 133,431.73 ㎡ consisting of an above-ground construction area and an underground one of 89070.67㎡ and 44,361.06 ㎡ respectively.

The Project for bid is planned to decorate and construct the functional areas of Dasha River Culture and Sports Center. The construction area of the Project is estimated to 88700.16 ㎡, consisting of 34,619.74 ㎡ of above-ground sports facilities (including multipurpose gymnasium, supporting facilities for a sports school, sports-related estate management, badminton court, basketball-badminton hall, table tennis hall, etc.), 13,520.15 ㎡ of above-ground cultural facilities, 8617.42 ㎡ of auxiliary rooms, 25435.92 ㎡ of supporting commercial and creative space, and 6506.93 ㎡ of underground sports facilities (including multipurpose club for emerging sports, natatorium and supporting rooms, etc.).

Work Content

The tender scope includes but is not limited to:

1. Schematic design (including estimate of investment), preliminary design, construction drawing (including variations and adjustments to design) and preparation of budget estimates.

2. Assistance in the preparation of special reports as well as the conduction of special consultation, special designs, special researches and special reviews within the scope of interior decoration to satisfy reviews by relevant government departments (including but not limited to the design, consultation, research and review required by the Owner and relevant government departments, the review materials to be submitted for approval, the meeting and coordination with relevant government departments, etc.). 

The Bid Winner shall provide the design service that includes but is not limited to the above-mentioned content; and undertake the deepening of the design, as well as possible repeated revisions upon review and approval by competent government organs; make the addition of omitted items due to various reasons and the various adjustments caused by changes in demand. The specific designs shall meet the requirements of relevant standards, norms, laws and regulations and design specification.

Registration Requirements

1.The applicant shall have a class A or above qualification for construction industry (construction engineering) or for construction industry or for comprehensive engineering design.

2.The project manager shall hold a certificate of class 1 registered architect. For a bidding by consortium, the project manager shall be appointed by the leader of the consortium.

3.The bidding by a consortium is accepted for the Project, and such a consortium shall be formed with no more than three members (including the leader).The bidding by a consortium shall be subject to the following conditions:

(1)The leader of the consortium shall a class A or above qualification for construction industry (construction engineering) or for construction industry or for comprehensive engineering design; there is no qualification requirement for the member who undertakes the schematic design; the member who undertakes the construction drawing shall a class A or above qualification for construction industry (construction engineering) or for construction industry or for comprehensive engineering design.

(2)Each member of a consortium shall neither bid separately in its own or others’ name nor form a new consortium with other firms to bid.

(3)All parties to the consortium shall make an Agreement of Consortium to specify the leader and the internal division of work and responsibilities between all parties.

4.A bidding by an individual or a team of individuals will not be accepted.

5.Two and more enterprises or institutions having a same legal representative (partner), a wholly-owned holding relationship or a holding and/or management relationship shall be regarded as the same bidder and shall not bid for the Project in the name of multiple bidders.


Work Rules

The Project adopts the method of "Public Invitation to Bid", which is divided into three stages, that is, pre-qualification, official tender and award decision.

Stage I: Pre-qualification

By the method of pre-qualification, 5 shortlisted applicants (without ranking) and 2 alternative applicants (with ranking) shall be determined to participate in the official tender.

Stage II: Official Tender

The Tenderee shall form the Scheme Review Committee composed of design masters and/or senior experts in the design industry. The Committee will hold an expert review of the schemes received by taking into full consideration of various factors such as implementation, economic efficiency and localization according to the relevant review points, and select 3 unranked candidates and 2 ranked alternative firms to enter the bid determination stage.

Stage III: Award Decision

The Award Decision Committee shall be organized by the Tenderee according to relevant laws, and shall:

1. Determine 1 Winner among 3 unranked candidates which are recommended by the Scheme Review Committee.

2. Restart an Invitation to Bid in case no design scheme received in current round of tender is satisfactory to the construction unit.

Prizes

The design fee of the Public Invitation to Bid for the Design Service of Renovation Project of Dashahe Culture and Sports Center is tentatively estimated at RMB12234236 yuan.

Compensation

Economic compensation is set up for the Project, and a total of RMB 1 million yuan or 1.3 million yuan is planned as compensation to top 5 shortlisted applicants who are qualified for entering the stage of official tender after prequalification.

1. After “award decision by the Award Decision Committee”, the Bid Winner will be awarded the Contract without compensation; the shortlisted applicants ranking second and third and failing to win the bid will obtain a compensation of 300000 yuan/applicant (600000 yuan in total); the 2 shortlisted applicants failing to entering the stage of award decision will obtain a compensation of 200000 yuan/applicant (400000 yuan in total).

2. In case “no design scheme received in current round of tender is satisfactory to the construction unit”, the top 3 shortlisted applicants failing to win the bid will obtain a compensation of 300000 yuan/applicant (900000 yuan in total); the other 2 shortlisted applicants will obtain a compensation of 200000 yuan/applicant (400000 yuan in total); the construction unit shall terminate this round of tender and restart an invitation to bid for the design service.


Information Release

1.All the content involved in this Announcement shall be subject to the latest notices publicized on the official website of the Shenzhen Public Resources Trading Center (a public service platform).

2.In case the applicant is a consortium, both the leader and the member(s) shall complete the online registration, and the leader shall also apply for the Certificate Authority and finish the bid specialist registration. The applicants are required to complete relevant procedures in advance before submitting the pre-qualification application documents.

3.The applicants shall log in the trading system to download the complete information on the Project.
