1.Background

Shenzhen is located in the south of Guangdong, China, facing Hong Kong across the river. In 2012, it had a permanent population of 10.54 million and its GDP, standing at RMB 1,295 billion, ranked the fourth amongst cities in Mainland China for years. After more than thirty years of reform and opening up, it has developed from a small town in the southern coast of China to a modern metropolis, becoming a miniature of China’s reform, opening-up and modern construction.

According to the latest comprehensive urban planning of Shenzhen, areas surrounding the Shenzhen Bay will become the most important section in the broader area of Shenzhen and Hong Kong. Shenzhen Bay will be the power house for Shenzhen, inspiring the city to be one of the best in the world. From the west to the east, it will have a Shenzhen-Hong Kong cooperation section for the modern service industry at the front, a business district at the back and the Shenzhen Bay Super Headquarters Base.

With super economic functions, a super city image and a super location as its planning objectives, the Shenzhen Bay Super Headquarters Base will focus on building the top headquarter offices for industries, supplementing it with functions such as venues for international conferences, exhibitions and cultural and art programs. As a world-class city center Shenzhen attempts to build, it pursues to play the same role as La Defense to Paris and Canary Wharf to London.

The overall structure for the super headquarters will be one Cloud City Center, two featured streets and a few three-dimensional city groups. The Cloud City Center, as the core of the headquarters’ functions crucial to the area’s ecology and the intelligence and energy it aims to embody, is the priority and forefront of the construction. This notice solicits globally creative design plans with an international perspective based on its existing planning that includes three landmark towers, two land plots for cultural facilities and a central park.

2. Aim of competition

The main content for the competition is urban and architectural design plans for the central area of the Super Headquarters. The scope of the design covers all land plots encircled by the red line and the surrounding roads and the park (see attached graphs for details). It is planned that 35.2 hectares of land will be used with a building area of 1.5-1.7 million square meters.

3.Competition Mode

This competition solicits globally creative design plans with an international perspective and encourages fine design entities or groups and designers from around the world to participate. The registration will be opened to the public without qualification requirements.

The registration will be opened to the public and specialists will be evaluating the competition. The host will form a team of experts to review design plans from participating contestants and select winners.

4.Eligibility and Sign-up Documents

4.1 This competition opens to the public without qualification requirements, and design entities or groups and designers from around the world are accepted for application.

5.Competition Bonus

5.1 The competition does not offer compensation fees to all competitors.

5.2 The host will form a team of experts to review design schemes from all competitors and select winners.

First prize (one spot): RMB 2,000,000

Second prize (one spot): RMB 800,000

Third prize (six spots): RMB 300,000 each

6.Competition Schedule

6.1 Sign-up: January 15, 2014 to 17:00 pm. March 23, 2014

6.2 Submittal deadline: 17:00 pm. May 23, 2014

All the questions shall be raised via email. And the host will respond as soon as possible before the deadline.

All the participants shall send the final design works and registration materials(paper documents) to Mr Chen, Room 607, Planning Building, West Hongli Road 8009, Futian District, Shenzhen. Overdue submission will be treated invalid. The receiving date shall prevail.

6.3 The time of final proposal review:May 31, 2014 to June 1, 2014

Ps: All the time mentioned above is Beijing time. The competitors will be notified seven days in advance if the agenda changes.
