Background Introduction

Shenzhen Metro Line 5 is the core of the second circle connecting with each group, and the only corridor for the three metro lines (Line 1, Line 3, and Line 4), starting from Qianhai Station and ending in Huangbeiling Station, with the whole length of 40.001 km.

Located on the north of Tanglang Hill, the south of Liuxian Boulevard, next to the College Town of Nanshan District, with Metro Line 5 through, Tanglang rolling stock depot has good ecological resources.

The project (Parcel A) is located in the College City area. Shenzhen College City will be the Shenzhen's cultural and educational base for the future. The project is north of the city expressway Liuxian Boulevard, and north of South University of Science and Technology of Chin, south of Tanglang Hill, close to the eco-line. Being adjacent to the Tanglang Station of Metro Huanzhong Line (Line 5), the land can be joint with the station with seamless connection. The affordable housing project above Tanglang nearby has to go through the project to connect with Liuxian Boulevard. 

Competition Objectives

Through the international competition, we are looking for high quality schemes that are leading in technology, energy-saving, economic, comfortable and regional land-mark with complex services.

Competition Mode 

1、The competition will be an architectural concept design project for the land within the red line. 

2、The contest enrollment will be open to the world. After prequalification, the 5 invited and the 5 alternative participants can take part in the next-stage competition. The 5 alternatives will participate as invited competitor in the next-stage competition by orders if any of the invited participants quit the contest. 

3、The competition will be open to the 5 alternatives. And their submission will be treated equally in the final review if they participate in the competition voluntarily.

4、The competition won’t be open to those who haven’t been invited or alternative. 

5、The jury will select 1st and 2nd prize and they will get certain amount of bonus. 1st prize winner will get the commission of the project. 

6、Eligibility

(1) Design organization: This competition is open to the public, may be entered by any independent design practice or by a team of design companies. Those who have related high-rise complex building design capabilities and experience will have the priority. However, individual application or individual combination will not be accepted.

(2) For participation as a design team with more than one company, every design firm in the team should sign a Joint Participation Declaration, and hand it over with other required sign-up documents. Design firm in any joint team CAN NOT participate the competition independently or be any other joint members. If a joint-designer wins the contract, members should sign a Joint Design Declaration, which includes the contents of who the lead architect is, what the work responsibilities and fees are for each member and the commission amount for each member. The declaration will be attached into the contract.

(3) Sign-up designers should hand in all required sign-up documents and a conceptual proposal to the Host before the deadline.

(4) Sign-up documents include Sign-up Form (see attachment), brief introduction of the organization, photo copy of Business License/Qualification Certificate (or Business Registration Certificate) (stamped or signed); conceptual proposals should include work plan and understandings and preliminary design concept idea towards the Brief. Contents and formats are not limited for the preliminary concept design idea. E-document for the application file and conceptual proposal shall be burned into 2 CDs, 1 for paper document.

(5)  As each signed up organization, architects for this project should be registered in its HEADQUATER; the chaired architect should be the one who has been chaired in similar projects, and he/she must be working for the whole process of this project.

(6) Invited and alternative groups MUST hand in Confirmation Letter for Participation within 10 days.

7、 Awards and Related Fees

(1) Bonus: winning schemes will be selected from schemes that meet the requirements on the Competition Design Brief. First prize winner will get a bonus of RMB 1,500,000; second prize RMB 800,000.

(2) Compensation: for the invited design groups, those who are getting the winning prize will get certain    amount of bonus, while others will get a compensation of RMB 400,000 as long as their submitted schemes meet the requirements in the Competition Design Brief. For the alternatives who participate in the competition voluntarily, they will get certain amount of bonus once they win the competition. No compensation will be paid for voluntary participants.

(3) Bonus and compensations will be paid after the result announcement being issued. The Host will sign agreements with invited organizations and winning organizations for the payment of compensations and bonuses.  

(4) Organizations getting bonus or compensations will have to deal with taxes by themselves.

(5) All participants should deal with all their expenses by themselves.  

(6) All dates and time listed below are Beijing time.

★ Time of signing up: September15th, 2011 to 17：00，October 10th, 2011  

Please deliver all signing-up documents and conceptual proposals to the Host before the deadline. (address: Room1409, Metro Mansion, 1016 Fu Zhong Yi Road, Futian District,  Shenzhen. 518026), time will be measured by receiving the documents.

★ Pre-assessment jury: temporarily October 11th, 2011  

★ Pre- assessment result announcement: before 17:00, October 17th, 2011.  

★ Q&A and site visit  

There is no arrangement for Q&A and site visit. Participants can make site visit of their own; October 18th, 2011 to November 20th, 2011 will be the Q&A session via fax or email.

★ Submission deadline: by 15:00, December 8th, 2011. 

Please submit all deliverables to the Host to the appointed place (will be noticed later) before the deadline, date will be measured by receiving the documents. Overdue submissions will be treated as giving up and they can not participate in the following process of the competition.

★ Final Jury Meeting: temporarily December 9th, 2011. Location is to be confirmed.      

★ Announcement for jury result: by 17:00, December 16th 2011.
