The Qualification assessment review was held in the Urban Planning Building, room 209 on April.16-17, 2012. The jury committee consists of six experts (they were selected from the expert database under the supervision of Shenzhen Ji Jian, they are: HE Pei Bin, MA Yan Song, TANG Rui Lin, ZHANG Ming, ZHAO Chen, ZHU Tao) and three tenderee representatives（CHENG Bo Zhong, XIAN Ning, ZHANG Yuxing）. ZHAO Chen was elected as head qualification assessment review jury by the committee. The committee carefully evaluated all registration materials submitted by 119 registered parties. After three cycles of voting, six shortlisted bidders and three alternative bidders were selected. Their names are as follows:
