Background Review and Competition Objective

Dapeng New District is one of the new functional districts of Shenzhen City. The plan positioning is to be designed as a world-class eco coastal tourist resort. With its distinctive natural and cultural resources, Xiasha Strip has become one of the four featured tourist sites in Dapeng New District characterized by a “3 cities, 4 districts, 5 towns” structure. The strip will be built into as an  integrated high-profile seaside resort featuring sea and mountains and into a demonstration area of sustainable development. The strip covers a total area of 150.3 hectares, with building land of 64.5 hectares and non-building land (including woodlands, green areas and beaches) of 85.8 hectares. The total planning floor area is 617,000 square meters.

In order to ensure the integration and quality of the construction of the strip, the Dapeng New District government is planning to implement the tasks of the Xiasha Strip Detailed Blue Print and Urban Design by international competition. It is expected that on the basis of the statutory plan, the functions and layout of the land use will be  well specified and refined. It is also expected that with an international perspective and creativity, the strip will be shaped into a unique coastal city.  A farsighted and easy-to-operate urban design proposal is expected to be provided for the strip, promoting it to be a start-up and demonstrative project of Dapeng New District’which has the development scheme of “World-class Coastal Tourist Resort

Competition Mode and Regulations

1) This competition opens to the public without qualification requirements, and joint participation is accepted for application.

2) Pre-qualification will be conducted for all registration companies. Three design firms or joint participation will be selected as    invited applicants to take part in the competition. At the same time, two alternative applicants will be selected. If any of the invited applicants quit the competition, they will take part in the competition in sequence. The registered but uninvited design firms or consortium are welcome to participate in this competition, they will be equally treated in the scheme review.

3) In case of joint participation, each party in the group should sign a Joint Participation Declaration, and hand it over to the host along with other required sign-up documents. Each party in the joint group cannot take part in this competition independently in its own name, or involve in any other joint groups with other design firms. If the joint group wins the design contract, all parties in it should sign a Joint Design Declaration to appoint the leading designers, and state clearly for each party’s duty, responsibilities and job contents.

4) The competition scheme review will be carried out anonymously. Three winning schemes will be selected with an indication of sequence. And the top three design firms will be rewarded accordingly, in which the first one is the winner and it will get the "design contract" of this project.

5) The non-invited design firms participating in the competition will receive the design compensation fee after submission of the design documents conforming to project design requirements.

Eligibility and Sign-up Documents

1) Design firms from home and abroad can participate in this open competition. However, individual applicants or individual combinations will not be accepted.

2) Sign-up documents include:

●Sign-up Form(see annex).

●Introduction of the applicant design firm, lead designers’ resume, relevant achievements and evidence.

●Copy of business certificate/qualification certificate(or business registration certificate) (stamped or signed)

●Joint participation agreement(refer to the annex format)

●Project proposals(can be A2 drawings with illustrations or text descriptions)

3)These sign-up documents (one set of CD and one set of paper documents) required by the design brief should be submitted to the host before the deadline.

4)The designers for this competition should be registered in its headquarter. The lead designer must involve directly in the whole design process of this project.

5)Invited design groups must submit the formal Confirmation for Participation to the Host within 7days after receiving the Competition Invitation. Uninvited but qualified design firms or consortium conforming to the registration requirements who voluntarily participate in the competition shall submit the formal confirmation to the host within 7 days after the announcement of the pre-qualification result as well. If the invited design firms or the consortium give up participation, the organizer has the right to choose the following qualified alternative to be officially invited to participate in the design competition according to preview results.

Competition Awards and Compensation Fees

1) Competition Awards

First prize winner: get the contract of the project(RMB2,600,000.00)

Second prize winner:RMB500,000.00

Third prize winner:RMB300,000.00

2) Competition design cost compensation fee: the failed invited design firms shall be reimbursed for the design cost of RMB300,000.00 if their submitted schemes meet the requirements after review.

3) The bonus and design compensation fees will be paid after the end of final result announcement. The organizer will sign an agreement with the invited design firms and the bonus winner in order to pay the compensation fee or bonus. The successful winner will sign a design contract with the organizer, and will be paid in accordance with the contract.

4) The tax for bonus and design compensation fee shall be paid by the design firms.

5) All participants should pay off all their expenses by themselves.

All dates and time listed below are Beijing time.

●Time of signing up: November 8th,2012 to November 22nd 17:00

Please deliver all signed-up documents to the organizer before the deadline. (Address: 1st Floor, Planning Building, No.8009West Hongli Road, Futian District, Shenzhen.ShenzhenDesignCenter. Post Code:518034). The time will be measured by receiving the documents.

●Pre-qualification review: preliminary set on November 23rd,2012.

●Pre-qualification announcement: preliminary set on November 23rd,2012.

●Site visit: preliminary set on November 27th,2012(and November 30th,2012.).

●Q&A session: preliminary set on November 27th,2012- December 27th,2012.

Inquiries and questions should be raised up by fax, emails and other methods, and the host will response as soon as possible, no later than 3 working days before the deadline.

●Submission deadline: preliminary set on January 27th, 2013 at 17:00.

Please submit all deliverables to the designated place (will be noticed later) before the deadline, time will be measured by receiving the documents. Overdue submissions will be treated as giving up and they cannot participate in the following process of the competition.

●Scheme review meeting: preliminary set on January 28th, 2013.

●Announcement for review result: preliminary set on January 29th, 2013
