Bao’an West Dynamic Coastal Zone, located in the west of Shenzhen and east side of the Lingdingyang Bay, the mouth for Pearl River entering the sea, is an important part of Shenzhen city’s public coastlines.It originates from Shuangjie Estuary in the center of Bao’an District in the south, and extends to Dongbao Estuary of Shajin in the north, containing multiple spatial patterns including the formed natural coastlines, inner bay, tidal flats, the peninsula yet to be constructed and the offshore island. It has its obvious advantages in position and natural resources. The total miles of the coastline to be planned are 45 kilometers, about one fifth of Shenzhen’s coastlines (248 km in all).
After rapid urbanization for past 30 years, now the coastal land is mainly applied to the construction of municipal transportation infrastructures and industrial development. However, the rapid development also brings about severe damage to the ecological environment of the current coastal zone and serious pollution to the near-shore areas and estuaries. As a consequence, its ecological security system faces severe challenges. Especially the construction of large-scale municipal transportation facilities cut the natural connection between the district and its coastline, leading to the dilemma that “As a coastal district, Bao’an’s coast and sea can not be seen from its inner land ”. According to the space development strategy - “three zones, two hearts, and one valley” and the development goals - “building an international coastal city, and an outstanding modern industry area” proposed by Bao’an District Committee and Government, Bao’an is going to take the Bay Area economic development as the strategic core in the new round of urban construction.In order to build Bao’an West Dynamic Coastal Zone into the coastal city Shenzhen’s public coastlines with distinctive characteristics, the People’s Government of Bao’an District, Shenzhen, and Urban Planning, Land and Resources Commission of Shenzhen Municipality are jointly organizing the International Consultation on the Conceptual Urban Design of Bao’an West Dynamic Coastal Zone. We warmly welcome the global outstanding design firms with rich practice experience in urban planning to take part in this International Consultation. This International Consultation is intended to invite high-level design teams to study the development positioning and comprehensive goals of Bao’an West Dynamic Coastal Zone and offer multiple possibilities for the function integration and waterfront space building. We hope their innovative design concepts and development ideas would open up opportunities for a quality, sound and sustainable development of the coastal zone.
