City: Shenzhen, China Location: Pingdi Pilot Zone Area: 1 km2 Competition: Architectural design contest for Land lot 05-01 and 05-03

1. Location Background

Shenzhen International Low Carbon City (ILCC) lies on Pingdi community of Longgang District, in the northeast of Shenzhen and near Huizhou. Located in the 1-hour life circle of Shenzhen, ILCC can support industry upgrade and promote regional development on basis of Shenzhen’s solid industry foundation and transportation facilities. The total planning area is about 53 km2. ILCC’s pilot zone lies on Gaoqiao, PINGDI Community, Longgang District. It runs along Dingshan River and covers the area bounded by Huanlong Avenue (north pathway), Jiaoyu North Road, Gaoqiao Road and the ecological line of the surrounding mountains. The total planning area is about 1 km2. The pilot zone, as the core of the ILCC, will provide guidance to the future planning and construction of the development area. It will directly shorten the growth period needed for the development area, creating a sound industrial environment and attracting people and business. The pilot zone will be a miniature and the primary showcase of the ILCC. It is the top-priority work among all current ILCC development tasks.

2. Competition Contents and rules

(1)This competition is for the architectural design of Lot 05-1 and 05-3. Details on scope can be found in the attachment. The total land size of Lot 05-1 is 50,124.77 m2 and the GFA is 240,600 m2, whilst for Lot 05-3, they are 41,222.62 m2 and 222,600 m2 respectively.

(2) Registration is open to contestants around the world. Design collectives are welcome and there is no qualification restrictions.

(3)The competition does not need to have qualification reviewed. Entry submissions will be evaluated by experts. The organizer will arrange experts to conduct review for all design schemes submitted by participants. Five winners, including the first, second and third prizes, will be selectedand their submissions will be shown on the Third ILCC Exhibition. In the event that a winning institute decides to withdraw, the corresponding prize becomes unclaimed. 

3. Registration

(1) Eligibility The competition is open to institutions around the world for the best design schemes. We encourage all capable design institutions and design collectives to participate.

• Joint design agreement (applicable to collectives)

• Institutions and design collectives should provide: institution introduction, main designer’s profile, and copies of business registration files / business license.

Note: All documents shall bear official seals or signatures; Registration files shall be written in (simplified) Chinese or English; In case of discrepancy, the Chinese text shall prevail.

(3) Submission

• All contestants should submit the scan copies of all documents to the organizer’s email box (scd-competition@szdesigncenter.org) before the deadline.

•  All paper documents used for registration shall be submitted along with entries to the organizer for at A-303 Diaosu Jiayuan, Zhongkang Road, Shangmeilin, Futian District, Shenzhen. Please send for the attention of Mr. Chen.

•  Contestants can start working on the design once the organizer has verified their registration materials submitted through email and has, by a return email, confirmed their successful registration. 

4. Prizes & rewards

(1) There is no basic allowance for the competition entries.

(2) The host will organize an expert team to evaluate the documents from contestants, and to decide the winners of the competition:

First Prize (x1): RMB 1,400,000

Second Prize (x1): RMB 900,000

Third Prize (x3): RMB 300,000 each

Note: the expert committee has the right to adjust prizes and rewards according to the quality of entries, and report to the host for review. The total amount of prizes will remain the same.

(3) All winning entries will be exhibited on the 3rd Shenzhen International Low Carbon City Forum. Winners shall further develop their schemes in cooperation with the organizers, and produce exhibition materials, including display boards, models, and multi-media files etc. Installation fees shall be beared by the winners.

(4) All prizes are tax included, and winners shall provide China’s domestic tax-paid invoices. The organizer will sign payment agreements with the winners 20 working days after the result is announced. The amounts will be paid 60 working days after the agreements are signed. Contestants shall bear all their own costs.

Notes:

1. Contestants shall raise their questions by sending emails to the organizer’s email box (scd-competition@szdesigncenter.org) in time. The organizer will answer them periodically.

2. Contestants shall submit their entries by mailing their materials to Mr Chen at A303, Sculpture Academy, 8 Zhongkang Rd., Shangmeilin, Futian Dist., Shenzhen. Materials shall arrive before the deadline. Only entries that arrive in time shall be evaluated afterwards.

3. The times above are all in Beijing time. The host reserves the right to change the schedule. Changes will be published on the organizer’s website or sent by email 7 days in advance.

6. Entries

(1) 4 sets of A3 design profolios (1 original, 3 copies)

(2) 4 A1 exhibition boards.

(3) All relevant documents and drawings in electronic form (pdf, jpg, word, and CAD etc.), 2 CDs.

(4) Winners (of the 1st, 2nd, and 3rd prizes) shall submit additional 5-min multimedia demonstration files and concept models if needed. (specific requirements to be determined).

(5) Design specification and drawing shall be written in Chinese and English. In case of discrepancy, Chinese prevails.

(6) Only the original shall bear official seal. No institution name, signature, identity image or any other mark that may reveal the contestant’s identity is allowed in the material.
