Announcement for Research Opportunities

In order to effectively guide and improve the development and construction of the low-carbon pilot zone and to strength its international influence, Shenzhen Public Center for Design, under the request from the Planning and Construction Management Office of Shenzhen International Low-carbon City and Shenzhen SEZ Construction and Development Co., Ltd., is going to organize an international competition for the PINGDI Pilot Zone – the urban design for the zone’s one square kilometer and the architectural design for its 0.1 square kilometer. The number in PINGDI 1.1 is the numerical sum of one and 0.1 square kilometers, and also represents the improvement and exploration of the low-carbon development method.

The consultation consists of two parts – design competition and parallel academic research. All outstanding university research teams and design institutes around the globe are welcome to participate. SLCCA is the research topic of “Shenzhen Future +”. The research results and the winning proposals of the competition will be exhibited at the 3rd Shenzhen Forum on International Low Carbon City. They will also be the recommended projects for the Bi-city Biennale of Urbanism\ Architecture 2015. 

1Project background

Shenzhen International Low Carbon City (ILCC) lies on Pingdi community of Longgang District, in the northeast of Shenzhen and near Huizhou. Located in the 1-hour life circle of Shenzhen, ILCC can support industry upgradeand promote regional development on basis of Shenzhen’s solid industry foundation and transportation facilities. The total planning area is about 53 km2.

ILCC’s pilot zone lies on Gaoqiao, PINGDI Community, Longgang District. It runs along Dingshan River and covers the area bounded by Huanlong Avenue (north pathway), Jiaoyu North Road, Gaoqiao Road and the ecological line of the surrounding mountains. The total planning area is about 1 km2.

The pilot zone, as the core of the ILCC, will provide guidance to the future planning and construction of the development area. It will directly shorten the growth period needed for the development area, creating a sound industrial environment and attracting people and business. The pilot zone will be a miniature and the primary showcase of the ILCC. It is the top-priority work among all current ILCC development tasks. 

2Research direction

This project invites research teams around the world to conduct parallel research in order to provide theoretic guidance to the development of the ILCC. Research teams shall focus on urban solutions and strategies, and are expected to identify areas of interest and propose their research directions and zones ( the study area may be expanded to the development zone, low carbon city, Ping Qing Xin or even larger areas). 

3Research content and reward

3.1 The organizer will organize academic advisors to select four research teams to participate and each team will be granted an allowance of up to RMB 50,000 (tax inclusive) for their research.

The research will be in three stages,

Stage One - the teams need to further specify their research directions based on feedback from the academic advisors and present their initial research findings;

Stage Two – the teams further explore their findings based on feedback from the advisors and take part in the exhibition as directed by the organizer;

Stage Three – if additionalfees are granted, the teams should further improve their findings and shall complete a research report that can be published.

3.2 Research findings will be shown in the Third Shenzhen International Low Carbon City Forum and will be recommended for the 2015 Shenzhen Bi-city Biennale of Urbanism\Architecture.

3.3 Research teams shall present their research budgets upon application detailing how the allowance will be used.

3.4 Research teams shall be responsible for all costs and expenses incurred in taking part in the research, including travel expenses for the Third Shenzhen International Low Carbon City Forum. 

4Registration and eligibility

4.1 Eligibility

4.1.1 Domestic or international universities and design institutions are eligibleto apply. Candidates with research experience in green or low carbon projects are preferred.

4.1.2 University research teams shall appoint at least one currently employed teacher as team leader.

4.1.3 University or design collectives are welcomed. 

4.2 Registration documents and requirements

4.2.3 Draft research proposal explaining research directions, time arrangement, budgets (detailing how allowance will be used) and staffing.

4.2.4 All registration materials shall be in Chinese/English.

4.2.5 Research teams shall be responsible for all costs and expenses incurred in taking part in the research, including travel expenses for the Third Shenzhen International Low Carbon City Forum.

4.3 How to register

4.3.1 Scanned copies of all documents of domestic participants shall bear official seals. In overseas teams’ case, the documents shall bear signatures of the person in charge of this project. For research proposals, only electronic copies are required.

4.3.2 All documents listed in “4.2 Registration documents” shall be sent to the organizer’s email box at scd-competition@szdesigncenter.org before the deadline.

6Research findings

6.1 Research findings can be submitted as text files, illustration, electronic files, models or multi-media documentation.

6.2 Research teams shall assist the organizer in exhibiting the findings at the Third Shenzhen International Low Carbon City Forum and in including these findings in ALCCA publications. Research teams, the organizer and the co-organizer share the intellectual property rights. 

7Language and Measurement

7.1 Language

7.1.1 Text shall be written in Chinese and English. In case of discrepancy, Chinese prevails.

7.1.2 Letters and documents between contestants and the organizer shall be written in Chinese or English.

7.2 Measurement

Unless otherwise specified in engineering design standards, designs shall be expressed in China’s legal measurement units, which are the metric units,  such as mm, m, km, m2, ha, km2. 

8Copyright and Relevant Laws

8.1 The copyrights of all the materials received in the competition belong to the contestants, but the materials will not be returned after evaluation. The host and contractor have the right to use the winning solutions after the payment of the prizes, and share the copyrights of the designs with the designers. The designers have the right to be listed as the authors.

8.2 The host, contractor, and organizer have the right to publish and exhibit all the designs received in this competition, as well as to introduce, exhibit, and comment on the materials in media, on professional magazines, books, or other formats.

8.3All submitted materials shall be the contestants’ original production, and shall not include any content in violation of a third party’s intellectual property. In case of infringement, the contestant shall be disqualified, and the infringer shall bear all legal liabilities.

8.4 All the basic technical materials (texts, drawings, and electronic data etc.) that the host and contractor provide to contestants are protected by copyrights. No one shall copy, alter, distribute, publish, lend, or transfer the contents without authorization, nor shall anyone reveal or use the materials in any other way. Violators bear legal liabilities.

8.5Applicable laws: This international competition is governed by the laws of the People’s Republic of China. Chinese laws apply to the competition and all design materials. In case of dispute, parties shall refer to Shenzhen Arbitration Committee if negotiation fails. The arbitration shall be final and restrict both parties.

8.6Confidentiality: the organizer shall keep the materials received from contestants confidential. Before the evaluation ends, any person or institution shall not reveal, publish, or show the competing designs without authorization. Violators bear legal liabilities. 

9Others

9.1 The documents of this competition shall be written in Chinese and English. In case of discrepancy, Chinese prevails.

9.2 The host reserves the right to change the schedule. Changes will be published on website or sent by email 7 days in advance.

9.3 Upon registration, contestants agree with this document and are bound by the terms.

9.4 The host reserves the right to interpret the rules of this competition.

Competition: Alternatives for Low Carbon City

IV. Rules

This competition intends to attract the best low carbon city solutions from international contestants and is open to outstanding design individuals, institutions and collectives from all over the world. Registration is open, and solutions will be reviewed by international experts. The host of the competition will organize an expert team to evaluate the solutions and decide the winners of the first 3 prizes.

V. Registration

(3) Institutions and design collectives should provide: institution introduction, main designer’s profile, and copies of business registration files / business license.

Note: All documents shall bear official seals or signatures; Registration files shall be written in (simplified) Chinese or English; In case of discrepancy, the Chinese text shall prevail.

2. Submission

All contestants should submit the scan copies of all documents to the organizer’s email box (scd-competition@szdesigncenter.org) before the deadline.

VI. Prizes & rewards

1. There is no basic allowance for the competition entries.

2. The host will organize an expert team to evaluate the documents from contestants, and to decide the winners of the competition:

First Prize (x1): RMB 900,000

Second Prize (x1): RMB 500,000

Third Prize (x3): RMB 200,000

Note: the expert committee has the right to adjust prizes and rewards according to the quality of entries, and report to the host for review. The total amount of prizes will remain the same.

3. All winning entries will be exhibited on the 3rd Shenzhen International Low Carbon City Forum. Winners shall further develop their schemes in cooperation with the organizers, and produce exhibition materials, including display boards, models, and multi-media files etc. Installation fees shall be beared by the winners.

4. All prizes are tax included, and winners shall provide China’s domestic tax-paid invoices. The organizer will sign payment agreements with the winners 40 working days after the result is announced. The amounts will be paid 60 working days after the agreements are signed. Contestants shall bear all their own costs.

5. The production cost of display panels for the 3rd Shenzhen International Low Carbon City Forum’s exhibition is covered by the organizer. Contestants shall cover their own trips, exhibit content production, and other media demonstration files and production etc.

Notes:

1. Contestants shall raise their questions by sending emails to the organizer’s email box (scd-competition@szdesigncenter.org) in time. The organizer will answer them periodically.

2. Contestants shall submit their entries by mailing their materials to Mr Chen at A303, Sculpture Academy, 8 Zhongkang Rd., Shangmeilin, Futian Dist., Shenzhen. Materials shall arrive before the deadline. Only entries that arrive in time shall be evaluated afterwards.

3. The times above are all in Beijing time. The host reserves the right to change the schedule. Changes will be published on the organizer’s website or sent by email 7 days in advance.
