1.3 Project Brief
Located on the junction of Shennan Road and Shangbu Road and on the south of Shennan Zhong Road, the project is a commercial land.The total land area is 14,411.1㎡ and the total construction area 130,000㎡ with a floor area ratio of 9.
The project is positioned as an international complex property integrated with retails, 5 A intelligent grade A office space and high-end clubs providing speficial food and drinks.
1.4 Tender Scope
The tender will decide the architectural design scheme of Kaisa Global Center. And the winner will be responsible for the architectural design of the project of which the scheme should reach the depth for construction registration while the architectural part should reach the depth of extended design, and the subsequent design and other coordination work.
The tender will have 2 stages: Stage 1 Application and Qualification Review, Stage 2 Scheme Review.
2.1 Stage 1 Application and Qualification Review
2.1.1 Tender Mode and Sign-up Requirements
1)It will be an open tender and those independent registered companies who have relevant design experiences can register for it. There is no qualification requirements during the application. No individual application or individual combination is accepted.
2)Joint design groups are allowed for the tender, but the group members should be no more than 3. And the group members are not allowed to sign up for the tender individually, to join or work as consultant in the other group.
3)The applicants should submit the sign-up documents according to the tender document.
2.1.2 Qualification Review
The client will legally make up a qualification review jury and the jury will review on the company qualifications, achievements, the composition of the joint design group and etc, and select 6 finalists into Stage 2 and 2 alternatives in order who will enter by order if any of the 6 finalists quits.
2.2 Stage 2 Scheme Review
2.2.1 The 6 finalists will submit the deliverables in line with the design brief and give a scheme report. And the scheme review jury will review on them by open vote and select the top 2 bidders in order.
2.2.2 The scheme review jury will recommend the top 2 bidders as candidates for the bid winner and provide optimization suggestion.
2.3 Bid Deciding Meeting
The clients will make up the bid deciding jury and decide the bid winner from the top 2 bidders by rounds of votes. And the bid winner will be awarded with the design contract.

☆ All the time mentioned in the document is Beijing time. And the client will preserve the right for the time adjustment.
4.1 The tender will select the top 2 bidders. If the 1st bidder wins, the 2nd bidder will gain 300,000RMB. If the 2nd bidder wins, the 1st bidder will gain 900,000RMB.
4.2 The other 4 bidders will each gain 200,000RMB.
4.3 The client won’t pay any compensation fee if the scheme review jury deem the submitals of the bidders haven’t reach the requirements of the tender document.
Bidders should offer a price quote for the design with a limit of no more than RMB 17 million. Detailed designs include the planning design and architectural design within the red line, extended design, construction coordination and construction site coordination, excluding equipment, structure, lighting, curtain walls, landscaping, interior decoration, environmental protection and other special designs. The client will negotiate the charge with the bid winner according to relevant national standards, and the contract will be signed in accordance with the final negotiated price. All the fees paid by the client include tax. And bidders should provide China’s duty-paid invoices. As for foreign companies who can not provide China’s duty-paid invoices, the corresponding tax points will be deducted from the contract price.
