1.2 Brief of Shenzhen Bay Super Headquarters Base
The Shenzhen Bay Super Headquarters Base is enclosed by Binhai Avenue, Shenwan No.1 Road, Shenwan NO.5 Road, Baishi No.3 Road and Baishi Road with a total land area of 117.40 hectares. Located in the coastal area of Shenzhen Bay, it is also surrounded by various urban functional elements, such as the Shenzhen-Hong Kong Western Corridor, Metro Line 2, Line 9 and Line 11, Shenzhen Bay Park, Mangrove Reserve, OCT Inner Lake Wetland, OCT Scenic Area, Dasha River and Shahe Golf. Such a unique resource endowment makes it the most effective and valuable land in the future in Shenzhen Bay Area (Shenzhen side). All land development and construction must meet high-standard construction requirements.
1.3 Project overview
(1) Location
CITIC Financial Center is located in the Plot T207-0049 of Shenzhen Bay Super Headquarter Base, which is enclosed by Binhai Avenue, Shenwan 1st Road, Baishi 4th Road and Hongshuwan 2nd Street. The land use is for business and service industry.
(2) Project orientation
CITIC Financial Center is targeted at the core business of CITIC Securities and similar financial institutions' headquarters operations, supplemented by international conferences, hotels, businesses, apartments and other functions, to create a financial company’s headquarter with high-end business office, innovative and smart pilot area, waterfront green ecology and the first-line Bay view. It will become a city card and realize the integration of smart city and three-dimensional city, shaping the image of super city.
1.4 Tender goal
Give full play to an effective competition mechanism, improve the successful rate of design, and draw on advantages of design schemes for International CITIC Financial Center Architectural Design Competition. Design for CITIC Financial Center will be determined based on a new requirement that building a peak work in Guangdong, Hong Kong, and Macau Greater Bay Area.
1.5 Tender Scope
A design scheme for CITIC Financial Center will be determined by the tender. The scope is detailed in the Design Brief.
The bid winner will be responsible for architectural design within the site red line, design and construction report, design of underground public space required by urban design and closely related to the plots, preliminary design of facade, and control of design results involved in all consultancy work and construction process.
二、Tender Rules
2.1The bid will be undertaken by 3 stages: Stage One Bidder Invitation, Stage Two Design Scheme Assessment, and Stage Three The Bid Winner Announced.
2.2Stage One: Bidder Invitation
(1)Five design firms will be invited to the bid, namely ROCCO Architects Ltd.; Foster and Partners Ltd.; Gensler (Shanghai) Ltd.; Beijing Institute of Architectural Design (Group) Co., Ltd.; and Huayi Design (Shenzhen) Co., Ltd. The invited bidders shall submit the ‘Participation Confirmation Letter’ on time. If the bidder submitting the ‘Participation Confirmation Letter’ withdrew from the bid or ultimately abandoned the bid due to non-force majeure, the developer will reject the bidder to participate in any other competition or bid in the future.
2.3 Stage Two: Design Scheme Assessment
(1)All the invited bidders (hereinafter referred to as ‘bidder ‘) should submit the deliverables according to design brief. And the jury panel will select the top 2 winners through open vote.
(2)The jury panel will select the top 2 winners to move forward to Stage Three and put forward optimization suggestions.
(3)Each bidder can submit one scheme only.
(4)The top 2 winners shall improve their schemes according to the jury panel’s suggestions, and the time for scheme improvement should be no more than 3 weeks.
2.4Stage Three: The Bid Winner Announced
After urban plan review on the top 2 schemes, the developer will organize a jury panel accordingly to decide the bid winner through open vote. The bid winner will be awarded the design contract, while the other candidate will receive the corresponding bonus after submitting the qualified deliverables.
三、Design Scheme Assessment
3.1 Design Scheme Submission
All the deliverables should be submitted to the appointed place (it will be announced later) within 15:00, October 11th, 2018. Overdue submission will be deemed as invalid (refer to Article 9 for details).
3.2 The government department in charge will set up the jury panel accordingly. It will be made up by 7 well-known experts and 2 developer representatives.
3.3 The chairman of the jury panel will chair the assessment and share the same right as the other jurors. Detailed assessment rules will be decided by the jury panel.
3.4 The jury panel will evaluate all design schemes to select the top 2 winners as the finalists, and put forward suggestions for optimization.
3.5 Scheme Review Principles
(1)In line with relevant laws, regulations and norms of China and Shenzhen;
(2)In line with urban design requirements of the super headquarters base;
(3)In line with tender document and design brief
(4)Innovation and originality of the scheme
(5)Application of green, energy saving and economy saving material and technology;
(6)Organization and implementation capacity of the bidder judged by their schemes.
3.6All the deliverables should meet requirements of design brief and be shown in the scheme evaluation meeting. Bidders should give presentations on their schemes and answer questions from the jury panel (Presentation should be given by the chief designer; details of presentations will be announced later). Any problems and disputes arising during the evaluation will be discussed by the jury panel and decided by the chairman.
3.7Scheme assessment method
The jury panel will fully discuss all the deliverables and select the top 2 winners through open vote and provide advice for optimization.
3.8 Assessment result
After urban plan review of the top 2 schemes, the developer will organize a jury panel accordingly to decide the winner through open vote. The bid winner will be awarded the design contract of the project.
3.9 If the jury panel agrees that all the bidders' deliverables haven’t reached design requirements of the super headquarters base of Shenzhen, the jury panel reserves the right to decide whether to continue the bid or not or put forward other relevant requirements. And the developer should follow the jury's decision to continue the follow-ups.
四、 Principle for Decision on the Bidder Winner
4.1The developer sets up the jury panel accordingly with 7 jurors.
4.2 After urban plan review of the top 2 schemes, the client will organize a jury accordingly to decide the winner through open vote. The final winner will be awarded the design contract of the project. If the winner gives up the contract for personal reasons,the developer will negotiate with the 2nd candidate to sign the design contract.

Note: All the time and date above are applied in Beijing Time. The developer reserves the right to amend the schedule.
六、Award and Compensation Fee
6.1 The bid winner will be awarded the design contract while the other candidate winner will get RMB1,500,000.00 as bonus.
6.2 After submitting the qualified deliverables, the other 4 invited bidders each will get RMB1,000,000.00 as compensation fees.
6.3 Design compensation fees and bonuses are tax-inclusive expenses. The bidders shall provide Chinese domestic tax invoices that meet the developer’s requirements.; if it is an offshore company and cannot provide domestic tax invoices, the corresponding tax points will be deducted from the total contract price by the developer. The payment of award and design compensation fee will be processed after the announcement of the bid winner.
6.4 All costs generated (including travel expenses and accommodation fees) by participating in the bid should be paid by bidders themselves.
6.5Compensation fees are included in the bonus.
七、Design Fee
7.1 The developer will conduct the business negotiations with the winner according to relevant charging standards in China, and sign the design contract on the final negotiated price. Tax is included in the negotiated price.
