The Prequalification Review Meeting of Open Call for Urban Design Optimization of Shenzhen Bay Super Headquarters Base was held on September the 20th, 2018, in Room 316, Design Building, No.8 Zhen Hua Rd, Futian District, Shenzhen. The review committee comprises 7 experts (Liu Heng, Eunice H. C. Mak, Wang Zejian, Wang Xiaodong, Xu Chongguang, Zhang Yuxing, Zhang Zhiyang), and Xu Chongguang is the chairman of committee members.

The review is going to be held in open bid. The committee will review and compare the registration documents submitted by all design teams. After 4 rounds of voting, the committee selected 15 design firms as shortlisted. The shortlisted design teams are listed as follows (in no particular order):
