Nov. 28, 2018 saw the bid evaluation meeting of the International Consultation on the Comprehensive Transportation Improvement Planning and Detailed Transportation Planning of Shenzhen Bay Super Headquarters Base take place in Shenzhen. The jury panel for the evaluation meeting was constituted by 7 jury members including Francois·Phillipe·Dubois、Kong Lingbin、Meng Jianmin、Ruan Songfan、SHEK, HAK CHUEN、Yang Dongyuan、Zhang Xiaochun (in alphabetic order by Pinyin of last name), with Meng Jianmin as the chairman of the panel. The review was held in open bid. The jury team carefully reviewed and compared the design proposals submitted by 6 design teams (including consortiums). The deliverables from 6 design teams all meet the consultingrequirements. After discussion and  voting, the jury team recommend three winners as follows:
