Located in the southern coastal area of Shenzhen OCT, Shenzhen Bay Super Headquarters Base is a core segment of the Tanglang Mountain-OCT-Shenzhen Bay urban functional space axis. It adjoins Shenzhen Bay on the south, overlooking Hong Kong across the sea, the inner lake wetland of OCT on the north, Sand River Golf Course on the west, and OCT Harbor on the east. Urban railway Line 2, 9 and 11 (airport express line) intersect here, making it an area with unique natural landscape, prominent urban gateway image and high value of integrated urban development in the future.
The core research scope of this transportation planning is the area enclosed by Binhai Boulevard, Shenwan 1st Road, Shenwan 5th Road, Baishi 3rd Road and Baishi Road, with a land area of 117 Hectares, while its planning research scope is the area enclosed by Beihuan Boulevard, Binhai Boulevard, Shahe West Road and Qiaocheng East Road.
Research Scope of the Comprehensive Transportation Improvement Planning and Detailed Transportation Planning of Shenzhen Bay Super Headquarters Base
This international consultation on transportation planning shall be combined with the urban design optimization and carry out the whole-process consulting service from transportation planning and design to traffic management at the same time, which will consist of two parts as follows:
Part 1: In combination with its current urban design, the shortlisted design firms shall define the development goal and strategy of the area's comprehensive transportation system, sort out and propose a preliminary planning scheme for these systems in aspects of roads(including underground roads), urban railway, hubs, conventional buses, slow traffic, parking, traffic management, smart traffic and etc., ascertain its feasibility, and bring forward a preliminary solution for its whole process from transportation planning and design to traffic management.
Part 2: The first place shall work with the technical support team to deepen and refine the deliverables of Part 1, carry out detailed transportation planning for urban railway, hubs and important roads (including underground roads network), comprehensively consider it with the other three specialized studies, namely, the urban design optimization, research on smart city, and coordinated development, construction and operation of the area, which will be carried out simultaneously and recently, especially coordinate and connect with the urban design optimization, to form the final deliverables for the Comprehensive Transportation Improvement Planning and Detailed Transportation Planning of Shenzhen Bay Super Headquarters Base, and make the deliverables of conventional bus stations, slow traffic, and parking lots fit into the urban design optimization.
This international consultation will consist of three stages, namely, "Pre-qualification", "Evaluation" and "Integration of Deliverables"
Stage 1-Pre-qualification: This international consultation is open to all design firms worldwide. The jury panel of pre-qualification will assess the registered design firms and select 6 design firms for the next stage of schematic design;
Stage 2-Evaluation: The jury panel of design scheme will evaluate the design deliverables and the preliminary whole-process solutions submitted by these 6 firms and select 3 winners (without ranking); the Development and Construction Office of Shenzhen Bay Super Headquarters Base will review these 3 winning schemes and finalize the 1st place;
Stage 3-Integration of Deliverables: The first place shall work with the technical support team to deepen and refine the deliverables, carry out detailed transportation planning for urban railway, hubs and important roads (including underground roads network), and coordinate and connect with the other specialized studies, especially the urban design optimization, to form the final deliverables for the Comprehensive Transportation Improvement Planning and Detailed Transportation Planning of Shenzhen Bay Super Headquarters Base, and submit them to the Development and Construction Office of Shenzhen Bay Super Headquarters Base for review and approval. The Organizer will organize 3 to 4 workshops afterwards, and the 3 winning design firms should assign their chief designers to participate in the workshops.
The winners of the first three places will have prioritized opportunities to participate in the design workshops subsequently held by the Organizer.

This international consultation is open to design firms or consortiums home and abroad, while personal registration won’t be accepted.
It's required that the project principal and key team members of the participating design firms shall have experience in similar projects and whole-process consulting (relevant proofs shall be submitted).
The bonus of this international consultation is as follows:
First place (1): RMB Four Million Yuan (including related expenses such as schematic design, deepening and refinement of deliverables, workshops);
Second place (2): RMB Two Million Yuan each (including related expenses such as schematic design and workshops);
The other finalists (3): RMB Eight Hundred Thousand Yuan each (for schematic design).
