In the 13th five-year plan, the regional development of Bao’An District is positioned as a modern international coastal Bao’An, an innovative industrial city, and a livable and dynamic area. The main goal is to implement the "Made in China 2025" development strategy, accelerate the construction of a new system of modern industries with strategic emerging industries, future industries and modern service industries as the core, and build Bao’An District into an "industrial city" with strong innovation momentum, distinctive industrial characteristics and enterprise scale gathering.
This project is located in the urban core area of the coastal area, which is positioned as CBD+TBD, namely the central business district and the technology business district. In the future, it will, with its rich coastal and business supporting resources, develop in linkage with Guiwan area, with a total land area of about 3 square kilometers. The business office area on the west side where the project is located covers an area of about 80 hectares, with a construction scale of about 2.7-2.8 million square meters, which mainly develops headquarters of financial services, modern logistics, technical research and development, business services and cultural and creative industry.

The architectural scheme design within the red line (see design brief for details), the preliminary facade design, the conceptual design of the landscape scheme and scheme of the indoor public space, review and control on scheme effects involved in each consultant's work, the construction assistance, and the review and control on the site effects.
1.The tender will be open to the public and those independent registered companies which have relevant design experiences can register for it. No individual application or individual combination is accepted.
2.Design consortium is allowed with no more than 2 members for each consortium. And member of the design consortium can’t apply for the tender alone or join the other team, or participate as the consultant.
3.The applicants should submit the prequalification documents in accordance with the qualification document.
The tender will be undertaken in 3 stages: Stage 1 Application & Prequalification, Stage 2 Scheme Design& Review, and Stage 3 Determine the Winner.

Bidders shall make an offer according to architectural scheme, with total amount not exceeding RMB18,000,000.
1.The other candidate winner will get RMB1,200,000 as bonus.
2.The other shortlisted participants will get design compensation of RMB800,000 each after submitting the qualified deliverables.
