The bidding scope includes but is not limited to the following:

1.Feasibility study report for the construction site.

2.Whole-process design service for the construction site: schematic design and cost estimate, technological design for hospital, design development and budgetary estimate, primary and secondary finish design, construction drawing design and itemized design detailing, medical design (including but not limited to hospital-wide medical gas system, drug storage and distribution system, sewage disposal system, medical waste classified disposal system, intelligent logistics system, laminar air flow purification system, medical pure water system, radiation protection engineering and other systems), green building design, steel structure design for fabricated building and other supplementary design, sponge city design, green building labeling consultation and certification, site administration and provision of as-built drawings, till the final acceptance.

3. Provision of full-process BIM deliverables and design collaboration through BIM platform. Each bidder shall have an experienced BIM design team capable of using the mainstream software (such as REVIT) to provide forward design for the Project. The BIM team shall also provide clarification when handing over the deliverables and assist with BIM technology application at the construction phase.

Eligible bidders shall hold the following qualifications:

（1）Business qualification: bidders shall hold both qualifications below.

①Grade A design qualification or higher in building industry (building engineering)

② Grade A qualification certificate for engineering consultation (architecture, covering the development of feasibility study report) or on the record of the National Investment Project Online Approval and Regulation Platform (architecture consultation, including project consultation). Registration in the name of a consortium is acceptable, while each consortium shall have no more than three members. No consortium member is allowed to bid twice in the name of its own or another consortium. The leading party of a consortium shall have Grade A qualification or higher in building industry (building engineering).

(2) Qualification of proposed project principal: national first-class registered architect and senior engineer (assigned by the leading party in the case of a consortium).

(3) Experience with similar projects: in recent five years (as of the date of the Bidding Announcement), the bidder shall have completed the design of at least one tertiary general hospital in a size of at least 20,000m² (which must be completed by the leading party in the case of a consortium). Documentary evidence shall include the design contract, the certificate of approval for construction drawing review affixed with the corporate seal of the reviewer, and the proof of the hospital level.

1.Registration

The project is subject to open bidding and post-qualification.  

2.Bidding

The Employer will set up a Bid Evaluation Committee pursuant to the law to evaluate the design deliverables submitted by bidders as per the rules stipulated in the Bidding Document via open vote and select three candidates (duly ranked) for bid finalization.

3.Bid finalization

The Employer will set up a Bid Finalization Committee pursuant to the laws to finalize the bid winner among the candidates recommended by the Bid Evaluation Committee.

Design fee: the cost ceiling for feasibility study and design is RMB18,123,764 yuan, including the fees for feasibility study report, design and BIM consultation, as well as the compensation for the two unsuccessful candidates.

Compensation: the two unsuccessful candidates will each be compensated with RMB100,000 yuan.
