1.Project Overview

Qianhai is located in the west of Shenzhen, Guangdong Province, on the east bank of the Pearl River Estuary, adjacent to Hong Kong. It is planned as a future Guangdong-Hong Kong-Macao in-depth cooperation demonstration zone and a new urban center.

This bidding includes three development and construction lands: 10-01-02, 10-01-04 and 10-01-06, a Green Space and Square 10-01-05, and some roads. 10-01-02, 10-01-04 and 10-01-06 are planned to be M0 (New Industrial Land), and 10-01-05 is planned to be G (Green Space and Square).

Three Towns are located in block 01, unit 10, Qianwan area, Qianhai Free Trade Zone, on the west side of Tinghai Avenue and Qianwan 3rd Road. The total land area is 64504.5 m2, the floor area is about 500000 m2, and the FAR-counted floor area is 337950 m2.

Upper level planning:

According to the guidance and implementation of "The Planning of Qianhai New Urban Center". 10-01-02, 10-01-04 and 10-01-06 are planned to be M0 (New Industrial Land), and 10-01-05 is planned to be G (Green Space and Square).

2.Development Positioning

Shenzhen-Hong Kong modern service industry cooperation zone in Qianhai undertakes the important historical mission of supporting Hong Kong to integrate into the overall development of the country. Three Towns in Unit 10 of Qianhai is one of the important space carriers planned by Qianhai to support the deep cooperation between Shenzhen and Hong Kong in modern service industry. It focuses on providing development space for SZ-HK professional service industry, digital economy industry, headquarters economy industry and headquarters economy projects, so as to broaden the development direction.

Work Content

The main contents of this bidding are architectural design, landscape design, block co-ordination and technical consulting services in the whole process of design.

The project adopts open bidding (pre-qualification). Stage 1 is Pre-qualification, Stage 2 is Scheme Bidding, and Stage 3 is Deciding the Winning Bidder.

Stage 1 –Pre-qualification

The pre-qualification application document consists of two parts: business document and technical document (concept proposal). (The format and seal requirements are detailed in Pre-Qualification Document )

Registration Requirements

1. Design team must be a company registered either in the P.R. China or other countries, and shall have grade A or above qualification in construction industry (Construction Engineering) (including grade A of architectural design firm).

2. Registration in the form of design consortium is acceptable, and each consortium shall have no more than two members. The leading member of the consortium shall have the qualification of Grade A or above in the construction industry (Construction Engineering) (including grade A of architectural design firm).

3. Each consortium member shall not participate alone again or form a consortium with other design teams.

4. Both parties of the consortium shall sign the Consortium Agreement with legal effect, and specify the leading member, the division of labor in each design stage, the proportion and mode of design cost distribution, etc

5. The project leader shall have the qualification of first-class registered architect and be appointed by the leading member of the consortium.

6. Registration of individual and individuals group is not accepted.

All time shall be subject to Beijing time, and the bidder reserves the right to adjust the schedule.

Prizes

The upper limit of total contract design fee is 30 million yuan.

Compensation

 Determination method of related expenses

The Winner Deciding Jury adopts the direct vote method to determine the winning bidder, the second and the third among the top three design teams (not ranked) selected by the Scheme Review Jury.

The winning bidder will be awarded the scheme design contract. The second will get 500000 yuan, the third will get 400000 yuan, and the fourth and fifth will get 100000 yuan respectively.

All the above compensation fees include tax. The bidder who obtains the compensation fee shall provide the payment information and sign an agreement, and begin to go through the payment procedures after the publicity of bidding result is completed (no objection); The compensation fee is paid by the tenderee.

The tenderee has the right to restart the bidding according to the situation of the project, and all bidders in this bidding can participate in the bidding again.


Important Information

2. The tenderee reserves the rights for the interpretation of this bidding documents. The Chinese interpretation shall prevail.

3. The schedule of bidding work is subject to Beijing Time.

4. All notifications, correspondence, and deliverable related to this bid should be in Chinese, and the design team should be equipped with at least one designer who is proficient in Chinese.

5. The bidding documents, addendum (Q & A) documents and all kinds of notice letters shall be subject to the written documents. If there is any contradictory between these files, the final issue shall prevail.

6. The bidders should guarantee the participation of the project leader and major designers in the whole design. As for overseas companies, they shall ensure the foreign architects' participation, their signatures and company's stamp.

7. All the bidders will be regarded to confirm all the contents of this bidding documents.

8. During the bidding period, the tenderee may terminate this bidding at any time according to the needs, and the tenderee shall not bear the losses caused to the bidders.
