Located in the west of Shenzhen and on the east bank of the Pearl River, Bao'an Central District represents the core of Guangdong - Hong Kong - Macao Greater Bay Area (GBA) and an integral part of Qianhai New City Center. After over two decades of planning and construction, Bao’an Central District has preliminarily turned into a place that people enjoy living and working in, thanks to unobstructed external transportation, efficient internal transportation, concentrated public cultural facilities and complete commercial & amusement facilities. It has fostered even greater momentum for urban development with the expansion of Qianhai Shenzhen-Hong Kong Modern Services Industry Cooperation Zone of Shenzhen. In a bid to help Shenzhen to get further involved in its cooperation with Hong Kong and better implement the GBA strategy, Bao’an Central District will seize this historic opportunity to upgrade itself into an innovation-oriented modern, international city center featuring a more distinctive urban image, more attractive and higher-quality urban spaces, more complete urban functions, a stronger humanistic and artistic atmosphere, and a closer relationship between the city and the sea.
In a bid to leverage the policies in support of the expansion of Qianhai, ensure planning coordination and upgrade the development level of Bao’an Central District, this International Consultation is organized to identify high-level design schemes that are marked by "international representative coastal city coordinates" and that can provide insightful guidance for high-level planning and high-standard construction of Bao’an Central District from practices with international experience and global vision.
The study area is determined by the participants, the design scope involves two levels: overall design and detailed design.
The overall design area: a total land area of about 719 hectares, including Binhai area and Dachanwan area in Bao’an.
The detailed design area: a total land area of about 201 hectares, including two clusters marked by two relatively concentrated unassigned land, i.e. about 139 hectares in the west cluster and about 62 hectares in the east cluster.
1.Open registration will be adopted. Interested participants must be independent legal entities or partnerships or other organizations. Those headed by one same person or related to each other in terms of shareholding or administration are not allowed to register for the Competition at the same time.
2.Chinese design practices must be an independent legal entity with legally registered and effective business license;
3.Foreign design practices (incl. those based in Hong Kong SAR, Macau SAR and Taiwan region) need to provide the following effective evidences: a. the business registration certificate issued by the competent authority of the corresponding country (region) (at least one year prior to the time of registration for this International Consultation and with a permanent office place); b. the design license issued by the competent authority or relevant industrial organization of the corresponding country (region);
4.Priority will be given to design practices with a thorough knowledge of China’s national conditions, comprehensive research ability and practical experience in urban design of urban centers and coastal areas, and considerable experience in urban planning and the design of architectural features, open space and underground spaces;
5.Registration by a consortium comprising no more than three members is allowed, provided that the leading party and the internal division of responsibilities are specified in a consortium agreement. No member of a consortium is allowed to register twice either independently or by joining another consortium;
6.The chief designer must have directed similar types of projects and be creative in design. He/she shall participate in the whole design process of the International Consultation in person, and attend important milestone meetings required by the Host (including but not limited to design presentation and evaluation Q&A). Notes: The above dates are Beijing Time and the Host reserves the right to adjust the schedule as appropriate.
The Design Evaluation Panel will, according to the relevant procedure, evaluate the design submissions of the five shortlisted participants and award them the following honorarium payments.
First place:¥4,000,000.00;
Second place:¥3,000,000.00;
Other shortlisted participants (three):¥1,000,000.00 each, hence a total of¥3,000,000.00.
After the winning design proposals of the International Consultation are determined through evaluation, the top two winners shall assign their chief designers to attend two coordination workshops conducted by the Host, the Consultant and the team engaged to the subsequent integration work.
Submission
1.Design practices shall register at https://jinshuju.net/f/BmFPKf or scan the QR code below for registration,and complete the registration by 17:00, May 26, 2022 (Beijing time).
2.After successful online registration, the Registration Documents shall be submitted in the form of hard copy (by personal or mail delivery) and soft copy (by uploading). The complete hard copy shall be submitted (by personal or mail delivery) to Level 26, Zhongdian Difu Building, Futian District, Shenzhen (contact person: Ms. Hua at 13691756979) by 17:00, May 28, 2022 (Beijing time).
3.The registration is subject to the receipt of the hard copy. Any late submission of the registration documents will not be accepted.
