International Consultation for the Urban Design Optimization of Bao'an Central District to be Launched
Organized by People's Government of Bao'an District, Shenzhen and co-organized by Bay Area Development Affairs Center of Bao'an District, Shenzhen and Bao'an Administration of Bureau of Planning and Natural Resources of Shenzhen Municipality, this International Consultation for the Urban Design Optimization of Bao'an Central District intends to solicit the most creative spatial design scheme that can best reflect the characteristics of Bao'an Central District from outstanding design practices worldwide. The design schemes shall serve the goal of creating a world-class new city center of the bay area and respond to the overall positioning of Bao’an Central District as a bay area CBD and a main urban area of Shenzhen. The official announcement of this international activity will be released in mid-May.
Background
Located in the west of Shenzhen and on the east bank of the Pearl River, Bao'an Central District represents the core of Guangdong - Hong Kong - Macao Greater Bay Area (GBA) and an integral part of Qianhai New City Center. After over two decades of planning and construction, Bao'an Central District has evolved into a center that boasts a pleasant living and working environment, well-developed external and internal transportation networks, concentrated public cultural venues and complete commercial and amusement facilities. With the expansion of Qianhai Shenzhen-Hong Kong Modern Services Industry Cooperation Zone of Shenzhen, Bao'an Central District has fostered greater momentum that allows itself to transform faster from an urban CBD to a dynamic bay area CAZ, and Shenzhen to get further involved in its cooperation with Hong Kong and better implement the GBA strategy. Meanwhile, it will take this historical chance to upgrade itself into an innovation-oriented modern, international city center featuring a more distinctive urban image, more attractive and quality urban spaces, more complete urban functions, a stronger humanistic and artistic atmosphere, and a closer relationship between the city and the sea.
In a bid to leverage the policies in support of the expansion of Qianhai, ensure planning coordination and upgrade the development level of Bao’an Central District, this International Consulting is organized to identify high-level design schemes that are marked by "international representative coastal city coordinates" and that can provide insightful guidance for high-level planning and high-standard construction of Bao’an Central District from practices with international experience and global vision.
The design scope involves two levels: overall design and key design.
Scope of overall design: a total land area of about 719 hectares., including Binhai area and Dachanwan area in Bao’an.
Scope of key design: a total land area of about 201 hectares, including two clusters marked by two relatively concentrated unassigned land, i.e. about 139 hectares in the west cluster and about 62 hectares in the east cluster of Binhai area.
There is no qualification requirements for registration. Any independent design practices or consortia well acquainted with China's national conditions, competent for and experienced in comprehensive research on urban design for city centers and coastal bay areas, and adept at urban planning and the design of architectural scene, public space, underground space, etc., whichever country they are based in, are encouraged to register for the International Consulting. Each consortium signing up for this open call shall comprise no more than 3 members.
The International Consultation will include two stages: "registration & prequalification" and "schematic design & evaluation". It is planned to initiate the open call for entries worldwide in mid-May. A prequalification panel will pre-examine the registered participants and shortlist five of them to proceed to the subsequent scheme design stage. Finally the consulting deliverables will be evaluated and ranked.
Interested practices are welcome to get prepared in advance and pay close attention to the follow-up information. In regard to the work content of the International Consulting, the official Announcement shall prevail.
