Work scope of the Competition:

Design scope: With a total area of about 11.36 km², the site extends to Feng Run Xi Lu on the north, Feng Yi Da Dao on the west (excluding Dongmafang Ruins area), Feng Xi Da Dao on the south, and the Fenghe River on the east.

Key design scope: Fenghe Riverside, Central Park, TOD and metro depot.

Design requirements: the design should be both creative and practical, and highlight the characteristics of Fengxi New City Core Area (Phase III). It is required to conduct systematic design and optimization on the overall space to create new spatial image for a first-tier urban core area; to coordinate and plan urban products and public resources of the area, and provide new quality and connotation that can facilitate the energy level transition of the area; and to carry out in-depth research on green ecology, smart traffic, smart city, etc. to explore new development mode for future cities.

Design Contents: the proposal should be focused on design and optimization of the land use plan for Fengxi New City Core Area (Phase III) based on existing regulatory plans. The submissions include but are not limited to existing conditions review, project understanding, goals and positioning, design concept, functional structure, integrated traffic, green ecology, public space, underground space, urban landscape, city skyline, key nodes, and landmark building conceptual design, etc.

Participation and Competition

1.The announcement of the Competition is released global, and the registration is open to all design teams from home and abroad as of the date of announcement.

2.The Competition involves two stages: open call and prequalification, concept design and evaluation.

3.A Prequalification Committee will be established by the Host to comprehensively review the design team, project profile, and concept proposal, etc. of the applicants, and shortlist 6 design firms or consortia for subsequent concept design.

4.The 6 shortlisted design firms or consortia should send the scanned copy of Participation Confirmation Letter affixed with corporate seal to the contact person of the Consultant within 3 days upon receipt of the Finalist Notification Letter, and deliver submissions as per the Design Brief.

5.The Evaluation Committee will comprehensively review the submissions of the 6 design firms or consortia from such aspects as project understanding, concept design and feasibility, and recommend winners of the first three places and 3 finalist award winners.

6.Payment of the prizes will be effected by the Consultant after the shortlisted design teams complete the design refinement as per the expert comments and obtain the approval from the Host.

1.No qualification threshold is required for the open call. Design firms from both at home and abroad may register for the Competition. Individuals and individual consortium are not allowed for registration.

2.Design firms registering for the Competition must be an independent legal entity, or a partnership enterprise or organization in other forms. Different firms chaired by the same person or involving shareholding and management relationship are not allowed to register at the same time.

3.Design firms inside Chinese Mainland must be legally registered legal entities with valid business licenses.

4.Design firms outside Chinese Mainland (incl. those from Hong Kong, Macao, and Taiwan regions) should provide the following verification materials: company registration certificate approved and issued by competent authority of the country (region) where the design firm is located.

5.Consortia with a maximum of three members are allowed to participate in the Competition, and Consortium Agreement is required to specify the leading party and obligations of each member. Member of a consortium is not allowed to participate in the Competition separately by its own name, nor join other consortium at the same time.

6.The chief designer must have innovative design philosophy and experience in projects of the same typology as the competition project, and directly participate in the whole process of the Competition including key milestone meetings (including but not limited to design presentation and Q&A) required by the Host. Only two chief designers can be appointed at most.

7.During the Competition, under circumstances where the chief designer is found inconsistent with that specified in the registration materials, or false registration materials are provided, or the registration materials fail to meet registration requirements, etc., the Host will be entitled to disqualify the design firm from shortlisting or bid-winning, and may hold it for liabilities as per relevant provisions.

The Competition involves two stages: open call and prequalification, concept design and evaluation.

Note: The above timetable (Beijing Time) is tentative and subject to adjustment by the Host.

The First Place: RMB 3 million, tax included;

The Second Place: RMB 2 million, tax included;

The Third Place: RMB 1 million, tax included;

Finalist Award (three): RMB 0.75 million each, tax included.
