In order to organize international competition with high standards and quality, and efficiently promote the development and construction of China-EU Blue Industry Park, International Competition for Urban Design of China-EU Blue Industry Park and Architectural Concept Design of the Start-up Area is officially launched, hosted by Shenzhen SEZ Construction and Development Group Co.,Ltd., and organized by Shenzhen SEZ Construction and Development Group, Marine Industry Development Co., Ltd., and Urban Planning and Design Institute Of Shenzhen, registration is now open to design teams all around the globe.

Located on the east bank of the Pearl River Estuary and in the core of Guangdong-Hong Kong-Macao Greater Bay Area, the New Marine City is an important space carrier for Shenzhen to implement the national development strategy of building China into a maritime power and realize the city's ambition of evolving into a global center for marine economy. By 2023, the New Marine City has seen the completion of the land sorting and the kick-off of the municipal road construction and ecological restoration. This signaled a new stage in shaping the New Maritime City into a "marine city, ecological city, smart city, and future city".

Location of China-EU Blue Industry Park

China-EU Blue Industry Park is in the southern part of the New Marine City, as a core agglomeration of marine industries, has the conditions required for construction. It will offer spaces for high-quality development of international cooperation on marine industries and help build Shenzhen into a pioneering paradigm of global center for marine economy.

In the hope of fully leveraging the strategic value of China-EU Blue Industry Park and in response to the high-level development requirements of the New Marine City, Shenzhen SEZ Construction and Development Group Co., Ltd. launched the “International Competition for Urban Design of China-EU Blue Industry Park and Architectural Concept Design of the Start-up Area”(herein after referred to as the “International Competition”), soliciting advanced, far-sighted and sustainable development ideas that can help build a guiding framework for the development of China-EU Blue Industry Park.



Work Scope

The International Competition involves scope of urban design and scope of architectural concept design for the Start-up Area.

1. Scope of urban design for China-EU Blue Industry Park: defined by the harbor basin water system on the west, Lanfan Road and the ecological wetland along Riverside Highway on the east, Hepingchong Road on the south and the southern connecting canal on the north, covering a land area of about 1 km².

2. Scope of architectural concept design for the Start-up Area: defined by Fengtangnan Street on the south, Lanfan Road on the east, the southern connecting canal on the north and the harbor basin water system on the west, covering a land area of about 24.8 ha; the scope of key building architectural concept design extends 2.1 ha.

Work Content

This International Competition, with the vision to establish a “China-EU blue cooperation hub and world-class blue economy innovation area”, will focus on marine economy from a global perspective, and apply new construction technologies with far-sighted concepts to create a benchmark urban area for comprehensive coastal industries in Shenzhen. The work contents will center on the following two aspects:

1. Urban design proposals for China-EU Blue Industry Park: Specify the goals, vision and functional positioning of China-EU Blue Industrial Park, study industry-related functions, propose ideas for industrial development and all-day operation planning for all business formats, and provide comprehensive and systematic design for the overall spatial structure, public space system, road traffic system, underground space, etc.

2. Architectural concept design proposals for the Start-Up Area: Propose the overall layout of the architectural plan, including reasonable arrangement and design of the spatial form, functions, business format, public spaces, key nodes, traffic organization, and pedestrian environment. For the buildings on key plot, propose design concepts, design functional zoning, circulation organization, floor layout, façade and section, and propose plans for phased construction.

Registration Requirements

(1)Domestic and overseas design companies or consortia are welcome to register for this competition, and there are no qualification requirements. Individual is not accepted.

(2) A consortium is accepted, with no more than 3 members. Each member in the consortium shall not apply for the competition alone or participate in another consortium in other names with other enterprises or institutions. Consortium members shall sign the Consortium Agreement legally and specify the leading member and work distributions.

(3) The designers involved in the competition should be the current staff of the registered design firm. The chief designer must have experiences of directing a number of similar planning and design projects, and must directly participate in the whole process of the competition and attend important representation meetings. Only two chief designers can be specified at most. The project team should include at least one member who is proficient in the Chinese language to ensure the accurate understanding of the project background and relevant requirements of the competition.

(4) Priority will be given to the design teams or consortia that meet the following requirements:

· Acquaintance with China's national condition;

· Design experiences in innovative industrial parks in Europe, Hong Kong, Singapore, etc.;

· Design experiences in coastal industrial parks;

· Strong architectural design capabilities;

· Ability and experience to coordinate construction drawings and implement construction.

The International Competition includes three phases: Registration and Pre-qualification, International Competition, and Proposal Consolidation.

Note: The above timetable (Beijing Time) is tentative and subject to adjustment by the Host.

Prizes

The design proposals submitted by four shortlisted teams will be evaluated, ranked by the Evaluation Committee,and confirmed by the host after the proposals are deemed as eligible. The finalists will receive the following rewards:

The First Place(one): 3 million RMB, tax included (including proposal consolidation);

(The winner will have priority to obtain the key plot architectural scheme design contract in the case of legal compliance)

The Second Place(one): 1.6 million RMB, tax included;

Each of the other finalists (two) : 1 million RMB, tax included.

2. Submit the complete registration materials to the contact person and mark "International Competition for Urban Design of China-EU Blue Industry Park and Architectural Concept Design of the Start-up Area " on the envelope, including both hard and soft copy of the registration documents.

3. The deadline for submitting hard and soft copy of the registration documents is 15:00, May 21, 2023, Beijing time (based on the time when the contact person receives the complete hard and soft copy of the registration documents). Any registration materials submitted after the deadline or not in accordance with the rules will be deemed invalid.
