The design evaluation meeting of the International Competition: Urban Design for China-EU Blue Industry Park and Architectural Concept Design for Start-up Area was convened on Aug. 15 at the Planning Building in Futian District, Shenzhen. After debriefing the presentations of the four design firms, the Evaluation Panel discussed and evaluated the design submissions, and eventually determined 2 winners and 2 finalists through ballot.

Competition Background

As oceans are of strategic significance for high-quality development, Shenzhen is working hard toward its goal to create a global center for marine economy, and making every effort to expand the space for marine industry concentrated development and cultivate marine industry clusters. In this context, the New Marine City is planned to offer an important space carrier for Shenzhen to implement the national development strategy of building China into a maritime power, realize the city’s ambition to be a global center for marine economy, and propel the concentrated development of the marine industry. By 2023, the New Marine City has seen the completion of the land consolidation and the gradual implementation of the municipal road supporting works and ecological restoration works, which signaled a new stage in shaping the New Marine City into “a marine city, an ecological city, a smart city, and a future city".

China-EU Blue Industry Park, which stretches about 1 sq.km. in the south of the New Marine City, was inaugurated by both the Chinese and EU leaders at the closing ceremony of the EU-China Blue Year in Dec. 2017. As the first project in the New Marine City and an exemplary project of Shenzhen’s “city-sea integration” plan, China-EU Blue Industry Park will provide high-quality development space for international cooperation in the marine industry, and help make the New Marine City a pioneering example of the global center for marine economy.

The Competition, hosted by Shenzhen SEZ Construction and Development Group Co., Ltd. and organized by Shenzhen SEZ Marine Industry Development Co., Ltd. and Urban Planning and Design Institute of Shenzhen (UPDIS), was launched to fully leverage the strategic value of China-EU Blue Industry Park and respond to the high-standard development requirements of the New Marine City. The goal of the Competition was to create a China-EU blue cooperation hub and a world-class blue economy innovation area that focus on the marine economy with a global vision. The Competition was expected to solicit advanced, far-sighted design proposals employing novel construction technologies to help build a benchmarking comprehensive urban area for the marine industry in Shenzhen and guide the planning and construction of the area up to high standards. 

Evaluation Panel

The Evaluation Panel of the International Competition was composed of 9 renowned local and foreign experts in fields of planning, architecture and industry. They were Hua Li, Huang Weidong, Liu Aiming, Sun Yimin, Nora Schueller, Wang Caiqiang, Zhu Rongyuan, Zhu Jingxiang, and Zhang Juan (in alphabetical order of their surnames in pinyin), with Sun Yimin acting as the chairperson of the Evaluation Panel.

Present at the meeting were also leadership from the Planning and Natural Resources Bureau of Shenzhen Municipality and its Bao’an District Administration, Shenzhen Bao’an Bay Area Development Services Centre, and the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality.

Evaluation Result

After debriefing the presentations of the four shortlisted design firms, the Evaluation Panel discussed and evaluated the design submissions, and concluded the following evaluation result:

It is learned that, in the next stage, the Host will organize the design integration and detailing which, based on the characteristics and highlights of the four design proposals, will  ensure the viability and workability of the design ideas, formulate detailed guidelines for subsequent fine management and control of China-EU Blue Industry Park, and in doing so, fuel the development of the comprehensive urban area for the marine industry, add to the distinctiveness of its urban image, spatial quality and urban functions, and promote the development of the blue economy in the New Marine City.
