The International Consultation on Urban Design for Central Waterfront Area of Maozhou River, Guangming District, Shenzhen, hosted by Guangming District People’s Government of Shenzhen Municipality and organized by Guangming Administration of Planning and Natural Resources Bureau of Shenzhen Municipality, is about to kick off, which calls for highly innovative, site-specific, and feasible urban design proposals from prestigious design institutions at home and abroad to draw an “attainable beautiful blueprint” and build the central waterfront area of the Maozhou River into “a new urban parlor of Guangming District and a new business card of the waterfront in the Greater Bay Area”. The pre-registration now opens to interested design teams all around the globe.

Background

Located in the northwest of Shenzhen, Guangming District now serves as the core node of the Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor following a historic transformation from a state-owned farm to a science city.

Shouldering the mission of the country, the Greater Bay Area and Shenzhen, Guangming District aims to create “a core carrier of Comprehensive National Science Center, a technology-led modern industrial cluster area, a demonstration urban area for green development, and an international cultural and livable city”. It will adhere to the development principle of “ecological base, generous framework, people-centered concept, and distinctive features”, and make itself a world-class science city with remarkable competitiveness and influence, an important functional subcenter of Shenzhen, and an exemplary urban area of the great modern socialist country.

In response to the goal of creating a world-class science city and the northern subcenter of Shenzhen with high-quality development and city image, new requirements are also put forward to develop the central waterfront area of the Maozhou River into an economic belt along both banks of the river and a new urban parlor of Guangming District.

In June 2021, the district government issued the Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and Vision 2035 of Guangming District, Shenzhen, proposing to build an economic belt along both banks of the Maozhou River to accelerate the activation of the riverbanks and the construction of waterfront spaces, and transform the riverbanks from a closed industrial waterfront area to a complex and dynamic waterfront area.

In April 2022, Guangming District proposed to build the central waterfront area of the Maozhou River into a new urban parlor of Guangming District.

In December 2022, six major development areas of Guangming District were officially released at the district’s Forum on High-quality Urban Development and Image, and listed among them was the central waterfront area of the Maozhou River.

In January 2023, the second Party Congress of Guangming District proposed to launch an international consultation on the central waterfront area of the Maozhou River, with focus on such functions as the commercial belt, enterprise headquarters, cultural district, and science and innovation district along both banks of the Maozhou River, striving to establish a base for the district to accomplish its goal to become “an initiator of original innovation, a leader of research and economy, and a hub of innovative talents”.

In this context, the district government launches the International Consultation on Urban Design for Central Waterfront Area of Maozhou River, Guangming District, Shenzhen as measures to fully realize the strategic value of the central waterfront area of the Maozhou River and implement the requirements for its high-standard and high-quality development.

Development Positioning

In the future, with the goal of creating “a new urban parlor of Guangming District and a new business card of the waterfront in the Greater Bay Area”, the central waterfront area of the Maozhou River will accommodate the new functions of  innovative life services for the district, create a new business card of S&T and landscape experience in future Shenzhen, and offer another habitat for talents of the Greater Bay Area.

Work Content

The research scope, covering an area of about 14 km2, includes the surrounding key areas such as both banks of the Maozhou River, Gongming Sub-district Center, Guangming District Center and Large Scientific Facilities Cluster, which can be appropriately expanded according to the design requirements.

The design scope consists of the overall design scope and the key design scope:

The overall design scope includes public spaces and urban areas along both banks of the Maozhou River, covering an area of about 7.4 km2.

The key design scope includes the core area of the central waterfront area of the Maozhou River, which covers an area of about 1.4 km2.

Registration Requirements

The Consultation is open for registration by design firms at home and abroad without qualification requirement. Registration by individual or individual consortium is no accepted.

Chinese and international design firms or consortia with solid understanding of China’s practical conditions and extensive experience and expertise in studying and designing new urban central areas, waterfront areas and key areas, shaping public landscape and environment, and developing and implementing inventory spaces are welcome to register for the Consultation. Each consortium should have no more than three members.

Work Rules

The Consultation consists of two stages, namely, “Registration and Shortlisting” and “Schematic Design and Evaluation”. The Consultation is planned to open for registration by design firms around the globe in mid-August, 2023. The registered design firms will be screened by the Selection Committee first to shortlist eight design firms for schematic design of the next stage, where they will submit the deliverables for evaluation.

Prizes

Winners (three): CNY 3,500,000 (tax-included) each, totaling CNY 10,500,000;

Other shortlisted participants (five): CNY 1,500,000 (tax-included) each, totaling CNY 7,500,000.

After the winning design proposals are selected, the three winners should send their chief designers to participate in the deliverables integration workshop.



Pre-registration

All interested design firms are welcome to pre-register and prepare for the Consultation in advance. The Pre-registration Form, however, will not serve as the basis for official registration. All information of the Consultation shall be subject to further official announcement.
