The International Competition for The Urban Design of Key Areas of Weiyuan Island, Binhaiwan Bay Area, Dongguan is about to be launched. It is now open for pre-registration by interested design institutes around the world, and the official announcement will be released soon. This international competition aims to gather global wisdom and leading concepts, and solicit creative and feasible design solutions for the future development of Weiyuan Island, Binhaiwan Bay Area, Dongguan.

Weiyuan Island is located at the junction of the Pearl River Estuary and the western section of Lianhua Mountain. It is the witness of national coast defense history and the beginning place of modern Chinese history. Located in the core of the Guangdong-Hongkong-Macao Greater Bay Area, Weiyuan Island has a superior economic and geographical location. It is adjacent to Nansha of Guangzhou to the west and Qianhai of Shenzhen to the south, overlooking Hengqin of Zhuhai and backed by Humen and Chang'an of Dongguan. The island covers an area of 19.61 square kilometers and is an important historical and spiritual landmark of the Guangdong-Hongkong-Macao Greater Bay Area. It is also a scarce and incremental area for Dongguan's development towards the Greater Bay Area.­­­

In order to implement the new stage of Guangdong Provincial Party Committee and Government's construction of the Guangdong-Hongkong-Macao Greater Bay Area, and promote the high-quality development of Dongguan's real economy, the Management Committee of Binhaiwan Bay Area organized this international competition for urban design in key areas of Weiyuan Island. With a perspective of regional development, the competition aims to guide the direction of the Weiyuan Island’s high-level planning and refined implementation, by offering innovative design within world-class standards.

This consultation work includes three scopes: research scope, design scope of key areas, scope of detailed urban design.

Research scope: A total of 1961.19 hectares, covering the entire land area of Weiyuan Island.

Design scope of key areas: A total of 848.59 hectares, including the key areas in the northern part of Weiyuan Island which are enclosed by the north of Weiyuan Mountain and Taiping Waterway, with an area of 475.01 hectares, and the key areas in the southern part of Weiyuan Island which are surrounded by the south of Weiyuan Mountain and the Pearl River Estuary, with an area of 373.58 hectares.

Scope of detailed urban design: A total of 394.06 hectares. One of the areas is the University Science and Technology Park South located in the southern part of Weiyuan Island, with an area of 186.60 hectares; The other location is the University Science and Technology Park North in the northern part of Weiyuan Island, with an area of 207.46 hectares.

Work Content

With the goal of "responding to the concerns of today’s society and showcasing the temperament of Weiyuan", the participants should be able to propose schemes of future urban design in accordance with the unique characteristics of Weiyuan Island surrounded by mountain and sea, and emerge new space paradigms of Chinese-style modernization. Combined with the construction of the Great Bay University (Binhaiwan Campus), the design proposals should fully utilize Weiyuan Island’s rich natural endowments and historical resources so as to deepen and refine Weiyuan Island’s technological innovation function and layout. 

Through this international competition, the participating units should be able to establish a future-oriented, orderly and resilient overall spatial framework, propose a spatial development blueprint that combines future value and feasibility, and provide operational systematic solutions which can offer design guidance for the next planning work.

Registration Requirements

  1. This international competition adopts a global open registration approach, and participants must possess Class A qualifications in urban and rural planning. In the case of a consortium, at least one member of the consortium must possess Class A qualifications in urban and rural planning.
  2. Participants should have urban design experience in key platforms and areas of the Guangdong-Hong Kong-Macao Greater Bay Area, Yangtze River Delta, BTH Coordinated Development, and other important regions.
  3. Participants are encouraged to consist of professionals from various fields, such as urban planning and design, architectural design, ecological conservation, landscape aesthetics, municipal transportation, underground spaces, and operational planning, who are familiar with the Chinese and possess substantial experience.
  4. It is encouraged for firms to participate in the form of a consortium, with the number of consortium members not exceeding three.
  5. In the case of consortium participants, members of the consortium must not separately or under different affiliations form a consortium with other participants. Each member of the consortium should sign a legally binding Consortium Agreementthat clearly outlines the leading member and work assignments.
  6. Participating design personnel must be registered members of their respective firms. Project leaders and chief designers must be individuals who have led similar projects and must be directly involved in the entire process of this international competition. To ensure an accurate understanding of the background and requirements of this international competition, the team should include at least one individual proficient in Chinese.
  7. Individual or individual group applicantions will not be accepted.

Work Rules

The international competition consists of three stages: "Registration and Pre-qualification""Design Proposal" and "Outcome Review".

Registration and Pre-qualification: The sponsor establishes a Pre-qualification Jury to evaluate the companies' credibility, relevant achievements, team strength, and conceptual proposals. Based on this evaluation, five shortlisted teams (without ranking) and two alternative teams (ranking) proceed to the Design Proposal.

Design Proposal: The final five shortlisted teams will be required to fulfill the design proposals according to the specifications outlined in the international competition design brief and submit their comprehensive outcome to the sponsor.

Outcome Review:The sponsor's creation of an outcome review jury. The design submissions are evaluated and ranked by this jury, and corresponding teams receive corresponding awards. The first place will be awarded a subsequent contract for integrated and in-depth design.
