The Open Tender for Scheme Design and Architectural Design Development of Lvgem Shahe School is now open for application.
The tender is hosted by Public Works Bureau of Nanshan District, and organized by Shenzhen Guanzhu Architectural Development & Communication Center.
There are no qualification requirements for this tender. The submission deadline for pre-qualification application materials is 18:00, October 30. Design teams worldwide are welcome to participate!
The Nanshan District People’s Government attaches great importance to education and insists on prioritizing education development. With the goal of making education the core competitiveness of Nanshan District and the principles of "safety, stability, development, and improvement", the government is dedicated to promoting education urbanization, informationization, internationalization, and modernization, steadily increasing the satisfaction and sense of gain of the people towards education.
To implement the 14th Five-Year Plan for Education Development in Nanshan District (2021-2025), it is required to reasonably layout and construct primary and secondary schools in Nanshan District, and to promote the balanced and high-quality development of basic education. As an important and well-known school in Nanshan District, this project helps to enrich and improve the basic education facilities, alleviate the pressure of shortage of school seats in the region, consolidate and promote the development of basic education, and lay a solid foundation for talent cultivation and social development.
In this context, the Public Works Bureau of Nanshan District plans to launch the Open Tender for Scheme Design and Architectural Design Development of Lvgem Shahe School. This is to expand the coverage of high-quality education resources in Nanshan District, lay a solid foundation for creating a high-quality and balanced development zone for national compulsory education, and build a strong education powerhouse in the province and city.

The project is located at the southeast corner of the intersection of West Xiangshan Street and the planned Huaxia Street in Nanshan District, Shenzhen City. It is close to the Portofino The Riviera community on the south, adjacent to the planned Huaxia Street and Xintang Street on the west combined with Shahe East Road, and in the vicinity of Xiangshan West Street on the north, about 1.1 kilometers away from Baishizhou station of Metro Line 1.
Project Scale
The project plans to build a high-standard and modern 9-year integrated primary and secondary school with 63 classes (primary school with 42 classes and junior high school with 21 classes) and 2940 seats.
The school is projected to occupy an area of appr. 28,500 sqm, with GFA of 67,579 sqm, of which the above-ground floor area accounts for 43,420 sqm and the underground area 24,159 sqm. The project includes a comprehensive teaching building, underground parking lot, staff dormitory, gymnasium, lecture hall, three-dimensional sports field, etc. The functions mainly include ordinary classrooms, flexible classrooms, professional classrooms, public teaching rooms, office spaces, dining hall, staff dormitory, underground parking lot, swimming pool, basketball court, lecture hall, equipment rooms, open floor, running tracks, etc.

Design Principle
- Using the environment as a means of inspiring learning and communication, and developing our campus into a third teacher alongside our educators and peers;
- Promoting the exploration of local history, and encouraging open sharing of campus resouces within local community;
- Strengthening the flexibility and diversity of spaces.
- Creating safe, comfortable, and sustainable green environment.
- Analyze the traffic routes between the project site, municipal ground, and underground roads, and clarify the basic requirements for the project site's external traffic.
Tender Scope
The tender scope includes but is not limited to all relevant contents stipulated in the Design Brief, as follows:
(1) Pre-design coordination (such as land-related procedures);
(2) Cooperation in subsequent bidding;
(3) Architectural scheme design (conceptual scheme design, scheme design (underground space included), and coordination of project-related reporting and approval procedures);
(4) Deepening design (architectural, interior, and landscape design, etc.);
(5) Coordination of construction drawing design, coordination of construction work, and review control of on-site effects;
(6) Completion of architectural design development;
(7) Cooperation in project design management, coordination in all ports to meet the requirements of the tenderee and updated external documents;
(8) Review and control of scheme effects involved in various consultant works;
(9) Cooperation in the BIM design to review the rationality of scheme design;
(10) Cooperation in the preparation of various special reports (including but not limited to functions, building energy conservation, project cost, operation cost, green building, water and soil conservation scheme design, environmental impact assessment, transportation impact assessment, etc.), to meet all the special consultations, special designs, special research, and special reviews required by relevant government departments for review (including but not limited to designs, consultations, research, and reviews required by the tenderee and relevant government departments, review materials for reporting and approval of the project, as well as conference affairs and other coordination work with relevant government departments, etc.). Specific contents such as green building, low-carbon, near-zero-carbon, and prefabricated building must comply with relevant standards, codes, laws and regulations, and the requirements stipulated in the Design Brief.
The final scope of work shall be subject to the tender documents and design contract.
(1) There is no qualification restriction in this tender. Domestic applicants shall be independent legal entities (except the design firms established according to the Partnership Law of the People’s Republic of China) and provide valid business licenses. Overseas applicants (including applicants from Hong Kong, Macao and Taiwan regions of China) shall be legally registered enterprises or institutions and provide valid business registration certificates.
(2) Individual or individual group enrollment shall not be accepted.
(3) Consortium is accepted for this project, and the consortium shall consist of no more than 3 members (including the leading unit).
① The leading unit of the consortium shall be a domestic organization;
② Members of the consortium shall not form other consortium with other units or register in other names for the bidding;
③ The consortium members shall sign the legally effective Consortium Agreement which specifies the leading unit, the division of work, and the share of rights and interests of each party;
④ The applicant (consortium) shall designate 1 project leader and 1-3 chief designers (ranked in order) in the application materials.
(4) Two or more enterprises or institutions with the same legal representative (partner) as well as companies with controlling or managerial relationships with a parent company and its wholly-owned subsidiaries are considered as the same applicant, and are not allowed to register under multiple names at the same time.
This project will be organized through "open tender", which is divided into three stages, namely pre-qualification, bidding, and bid determination.
Stage I Pre-qualification
Adhering to the principle of "conceptual proposal comes first" while referring to similar project experience, project team composition, etc., five shortlisted applicants (in no particular order) and two alternate applicants (in order) will be identified to enter the bid evaluation stage.
Stage II Bid evaluation
The bidder will constitute a jury panel of design masters and other senior experts to hold a review meeting, taking into account factors such as feasibility, economic viability and localization of the submitted schemes, to determine 3 unranked candidates and 2 ranked alternate bidders to enter the bid determination stage.
Stage III Bid determination
The bidder will constitute a bid determination committee in accordance with law:
① The bid determination committee shall determine a bid winner from the 3 candidates recommended by the bid review committee;
② If none of the schemes could be approved by the construction unit, the tender shall be reorganized.
Tender Schedule
The information published on the Shenzhen Public Resource Trading Center shall prevail.
The tender price for the project is estimated at 4.4711 million yuan.
Notes: according to the billing method stipulated in the Engineering Survey and Design Charging Standards ([2002] No.10) jointly formulated by the National Development and Planning Commission and the Construction Department, the design fee in the scheme design stage accounts for 40%. The fee in the budget approval shall prevail.
A compensation for unsuccessful bidders shall be set for the top 5 shortlisted units that have entered the bidding stage after Pre-qualification, totaling 600,000 / 800,000 yuan:
(1) If "the bid determination committee completes the process", the winning bidder shall be awarded the contract, no compensation shall be paid. The second and third unsuccessful bidders shall each be compensated with 200,000 yuan (a total of 400,000 yuan).
(2) The 2 shortlisted units (i.e., fourth and fifth place) that did not enter the bid determination stage shall each be compensated with 100,000 yuan (a total of 200,000 yuan).
(3) If "none of the schemes are approved by the tenderee", the top 3 unsuccessful bidders shall each be compensated with 200,000 yuan (a total of 600,000 yuan), and the fourth and fifth shortlisted bidders shall each be compensated with 100,000 yuan (a total of 200,000 yuan). The tenderee should terminate this bidding process and restart the project.
Proposal
At the pre-qualification stage, one A1-sized vertical exhibition board shall be submitted for proposals.
The content includes but is not limited to: bird's eye view, masterplan, analysis of flow organization, and related design concepts (specific requirements are detailed in the "Pre-qualification Documents" and "Design Brief").
