The International Architectural Design Competition for the Upgrading and Renovation of Luohu Art Museum now kicks off. The Competition is hosted by the Development and Reform Bureau of Luohu District, the Luohu Administration of Planning and Natural Resources Bureau of Shenzhen Municipality, and the Culture, Radio, Television, Tourism and Sports Bureau of Luohu District, and organized by the Luohu District Pre-construction Work Office of Government-invested Projects. The Competition aims to solicit  creative, workable architectural design proposals from top-notch design firms worldwide, so as to create  an art palace that integrates functions of art exhibition, art collections, academic collection research, public education promotion, cultural exchange and public services.

The Project is sited at the current seat of Luohu Art Museum, which lies at a core position adjacent to the Golden Triangle of Luohu District, enjoying a superior location as the gateway for commercial, trade and cultural exchange.

Project Location

As an important place for public cultural services in Luohu District, Luohu Art Museum is tasked with the important mission of enriching the spiritual and cultural life of the public, inheriting the fine traditional Chinese culture, and promoting socialist core values. In recent years, guided by the vision of serving as a "commonweal, academic, professional and service-oriented" institution, Luohu Art Museum has actively organized a wide array of art exhibitions that introduce excellent artists and works from all over the country into Luohu for the purpose of fostering a diverse cultural landscape. Based on the unique local culture it has identified, Luohu Art Museum has also held a number of high-quality exhibitions focusing on the art of Guangdong-Hong Kong-Macao Greater Bay Area (GBA) in a bid to help promote the development of art and fully demonstrate the open, integrated, diverse, and cross-over development of culture and art in the GBA.

As a response to the development tendency of public cultural services during China’s 14th Five-Year Plan period, the International Architectural Design Competition for the Upgrading and Renovation of Luohu Art Museum is jointly launched by the Development and Reform Bureau of Luohu District, the Luohu Administration of Planning and Natural Resources Bureau of Shenzhen Municipality, and the Culture, Radio, Television, Tourism and Sports Bureau of Luohu District. The Competition intends to drive the diverse, multi-level, high-standard, and high-quality development of public culture and create a commonweal, public-oriented platform for cultural and artistic display and exchange marked by international standards, distinctive features, and innovative development.

Work Content

The design scope of the Competition is the current seat of Luohu Art Museum, totaling a site area of 7,696 m2.

Design Scope of the Competition

The design task mainly includes the retention, renovation and expansion of the existing Luohu Art Museum. Design efforts are also required to integrate the retained and new buildings into an organic whole.

1. For the retained building, it is required to conduct overall renovation and upgrading, including the renovation and maintenance of facade and internal building structure, the upgrading of the daylighting system, the design renovation of existing functional zones, and the improvement of the square and greening environment.

2. For the expanded building, it is required to provide facilities for exhibition, collection storage, public education and exchange, technology and maintenance, management, other auxiliary functions, plus supporting cultural facilities and basement parking, as well as supporting site works for the Project.

3. Relevant countermeasures should be comprehensively considered during the construction and operation stages, for instance, measures to protect precious collections against extreme weather, to ensure continuous operation of the retained building during the construction, and to guarantee balanced operation of the 30% supporting space.

Registration Requirements

1. The Competition is open for registration by design firms or consortia at home and abroad. Registration by individuals, individual-individual consortia, or individual-design firm consortia is not acceptable. Design firms must hold a Class A qualification in comprehensive engineering design, construction industry, or construction industry (construction engineering) design. For consortia, their lead parties or members must hold the above qualification as well.

2. Design firms registering for the Competition must be independent legal entities, partnership enterprises or organizations in other forms. Different firms chaired by the same person or involving shareholding and management relationship are not allowed to register at the same time.

3. Design firms inside the Chinese Mainland must be legally registered legal entities with a valid business license.

4. Design firms based outside the Chinese mainland (including Hong Kong, Macao, and Taiwan regions) must provide evidence of relevant commercial registration in the country (or region) where they are located, or provide design licenses issued by the competent authorities or relevant industry organizations in the country (or region) where they are located with Chinese translation.

5. Each consortium shall have no more than 2 members. A Consortium Agreement should be signed by the members to specify the leading party and obligations of each member. The member of one consortium is not allowed to participate in the Competition separately by its own name, nor join another consortium at the same time.

6. The chief designers must directly participate in the whole design process of the Competition and attend the key milestone meetings required by the Hosts and the Organizer. 

7. The participants must guarantee the authenticity, legality and validity of the registration information they provide. Any participant found with fraud and dishonest practice or providing information inconsistent with the Work Rules will be disqualified from the shortlisting and bid-winning, and be investigated for liability.

8. The project principals must be qualified as national first-class registered architects (in the case of a consortium, the project principal shall be appointed by the consortium which holds a Class A qualification in comprehensive engineering design, construction industry, or construction industry (construction engineering) design, and the use of the electronic certificate for the first-class registered architect shall comply with the Notice of the National Registered Architects Management Committee on the Use of Electronic Certificates for First-class Registered Architects (Zhu Jian [2021] No. 2).

Work Rules

1. This Announcement of the Competition is released globally, and the registration is open to all design teams from home and abroad as of the date of announcement.

2. The Competition involves two stages, namely “Registration and Prequalification” and “Design Competition and Bid Finalization”.

3. The Prequalification Committee established by the Hosts and the Organizer will comprehensively review the eligible application documents submitted by the applicants as per the requirements specified in the Competition Document, and shortlist 7 finalists (without ranking) and 2 alternative teams (ranked) by open ballot.

4. If the top seven shortlisted bidders submitting a written Letter of Withdrawal within three days after the announcement of the pre-qualification results, they will be replaced by alternative bidders as ranked. Those who fail to submit the letter within the specified time limit shall not be allowed to withdraw in the subsequent stages. Where the shortlisted teams fail to participate in the Competition after participation confirmation due to various reasons, they will not be replaced by any alternative. The shortlisted teams who have confirmed their participation shall submit the design deliverables according to the schedule of the Competition.

5. The Design Evaluation Committee will comprehensively review the design submissions of the 7 finalists, and select three bid-winning candidates (without ranking).

6. Pursuant to the Guidelines for Bid Finalization of Government-invested Construction Projects in Luohu District, Shenzhen, the Client will establish a bid finalization committee in accordance with relevant laws and regulations. The Bid Finalization Committee will select one winning bidder from the three bid-winning candidates (without ranking) recommended by the Design Evaluation Committee.

Schedule

The Competition consists of two stages, namely, “Registration and Prequalification” and “Design Competition and Bid Finalization”.

Prizes

The 1st Prize (one winner): the winner will be awarded the whole-process design contract;

The 2nd Prize (two winners): each winner will receive a stipend of CNY 500,000 (tax-inclusive) and an honor certificate; 

The 3rd Prize (two winners): each winner will receive a stipend of CNY 200,000 (tax-inclusive) and an honor certificate;

The others (two winners): each winner will receive a stipend of CNY 100,000 (tax-inclusive).
