Create a new urban cultural landmark in Dongguan and a new center of coastal cultural vitality in the Bay Area!
The International Competition on Schematic Design of Dongguan Binhai Cultural Area is about to kick off! Pre-application intention registration is now open for outstanding design institutions worldwide.
In response to the national strategy of "building a great culture in China", to boost cultural prosperity and diverse integration in Guangdong-Hong Kong-Macao Greater Bay Area, promote the development and innovation of the cultural industry in Dongguan, and showcase the cultural characteristics and class of Dongguan Binhaiwan Bay Area, Dongguan Binhaiwan Bay Area Administrative Committee has organized the International Competition on Schematic Design of Dongguan Binhai Cultural Area, aiming to gather global wisdom and futuristic concepts, and solicit creative and feasible design schemes for Dongguan Binhaiwan Bay Area.
Located at the southern end of the Shajiao Peninsula in Dongguan Binhaiwan Bay Area, and adjacent to Qianhai in Shenzhen and Nansha in Guangzhou, Dongguan Binhai Cultural Area boasts obvious transportation advantages. Located at the intersection of the city central axis of Binhaiwan Bay Area and the golden coastline, the site faces the Lingdingyang Estuary in a peninsula shape, with a broad landscape view.
This International Competition includes the urban design research scope and the architectural scheme design scope.
Among them, the urban design research scope covers 97.97 hectares, located at the peninsula area in the south of Binhaiwan Avenue; the architectural scheme design scope covers 17.65 hectares, located at the Binhai Cultural Area, the southmost end of the Area.

The goal of this work is to create the Binhai Cultural Area that is "based in Dongguan, leading the Bay Area, and looking at the world". We hope to coordinate planning and design through futuristic and international perspective, create a new highland for cultural integration and innovation in the Greater Bay Area, a new parlor showcasing the urban temperament and quality of Dongguan, and a new landscape inspiring future cultural and artistic life. The work content includes two parts, namely urban design research and architectural scheme design:
Urban design research work requires design institutions to integrate existing planning and design related to the Shajiao Peninsula, consider content such as functional layout and optimization, transportation organization design, spatial form design, public space layout, and development and implementation planning; among them, it is necessary to focus on studying the spatial scheme of the terminal commercial area to ensure coordination with the spatial form of the cultural area and public space.
The architectural design work includes the design of cultural facilities (tentatively: Science & Technology Museum, Library, Marine Culture Museum and Binhai Cultural and Art Center), supporting commercial facilities and coastal landscapes in Binhai Cultural Area. Its GFA is tentatively set at approximately 140,000 square meters (specific floor area indicators are subject to the Official Announcement).
(1) There are no qualification restrictions for application. Design agencies at home and abroad with following similar performance may apply for participation: those with design experience in large-scale public cultural architectures (such as scientific and technological, cultural or art venues, or theaters) in the past 20 years (from January 1, 2003 to present, subject to contract signing time).
(2) It encourages that the participating team should consist of professional personnel from multiple specialties who are familiar with China's national conditions and have rich experience in architectural design, urban design, operation planning and ecological landscape.
(3) It allows participating units to apply for the Competition in the form of a consortium, with no more than three consortium members.
(4) The application of individuals and individual groups is not accepted.
This Competition is divided into three stages: Pre-qualification Stage, Schematic Design and Review Stage, and Determination of Winning Schemes Stage.
After pre-qualification, five shortlisted agencies will enter Stage II: Schematic Design and Review. After the scheme review, the top three agencies will be selected to enter Stage III: Determination of Winning Schemes. The government authorities will determine the first-place winning scheme, and the top three agencies will receive corresponding bonuses according to their ranking.
After the Project is reviewed and approved by the government authorities, the Host will prioritize the negotiation with the first-place scheme winner to sign a design development contract.
This International Competition is expected to release the official announcement in mid-December 2023, with the registration period lasting about 20 days. The conceptual design work will start in mid-January 2024, with a design period of 90 days. The deliverables will be submitted in late April.
