International Experiences with Planning, Laws and Property Rights: What to Learn and Unlearn

SUMMARY：
Rachelle Alterman, professor of the Faculty of Architecture and Town Planning of Technion-Israel Institute of Technology, is an world-renowned urban planning expert with extensive experience in international planning law, land use regulation, property rights, and planning practices. In order to broaden the international horizon of planners and improve the professional level of planning, the Secretary of the Urban Planning, Land & Resources Commission of Shenzhen Municipality invited professor Rachelle Alterman to give a lecture.
热西尔·阿尔特曼 Rachelle Alterman
“规划、法律与产权”国际学术协会的创会会长（2007-2010）。她拥有曼尼托巴大学的双学位：社会科学（荣誉）文学学士和城市规划学硕士学位，同时也是以色列理工大学哲学博士。之后，她前往特拉维夫(Tel Aviv)大学修读法学学士学位。拥有这样的跨大洲、跨学科背景，阿尔特曼教授擅长国际规划法律、土地使用规制、产权、规划实践之间关系的比较研究。她出版过5本国际书籍，100余篇学术论文，并在30多个国家做过会议和研讨会演讲。现在，阿尔特曼教授是国际领先学术期刊的编委会成员。2012年7月欧洲规划院校协会在其25周年庆典上，授予她最高荣誉的-荣誉会员（她是得到该荣誉的第五人）。她现在是以色列理工学院城市和区域规划硕士项目的首席教授。由于她有广泛的国际认可，阿尔特曼教授常常担任美国和荷兰各大学的客座教授。她也在联合国、经合组织、世界银行、以色列议会和其他各种公共和非政府组织机构担任顾问工作。
