I.Project Background

Located in the southern coastal area of Shenzhen OCT, Shenzhen Bay Super Headquarters Base is one of core areas of the Tanglang Mountain-OCT- Shenzhen Bay urban functional axis. It adjoins Shenzhen Bay on the south, overlooking Hong Kong across the sea, the inner lake wetland of OCT on the north, Sand River Golf Course on the west, and OCT Happy Harbor on the east. On the south of the base lies the major east-west expressway Bin Hai Da Dao (planned as a sunken section at Shenzhen Bay Super Headquarters Base) and future underground passage of Guangzhou-Shenzhen Riverside Expressway, and it is also adjacent to Shenzhen Bay Port (Shenzhen-Hong Kong Land Port) and Shenzhen Bay Bridge. Urban metro Line 2, 9 and 11 (airport express line) intersect here, with planned stations for Guangzhou–Dongguan–Shenzhen, Shenzhen-Dongguan intercity railway and metro Line 29, making it an area in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) with unique natural landscape, prominent image as urban gateway and high value of integrated urban development in the future.

To realize the goal of developing the GBA into a compelling world-class megalopolis, by implementing high-quality, high-standard planning, design, construction and management as required by the municipal Party committee and the municipal government and establishing an integrated mechanism of planning, construction and management featuring coordinated efforts and strong momentum for better decision-making, leadership and management, Shenzhen municipal government has officially set up Shenzhen Bay Super Base Construction Headquarters Office for overall coordination, with headquarters office to handle daily affairs. Meanwhile, a chief architect system is also tried out in planning, design and construction, with Academician Meng Jianmin invited as the chief architect of Shenzhen Bay Super Headquarters Base to strengthen whole-process design quality control and planning management for the entire project, and give overall technical guidance to this international consultation.

II.Project Requirements

As the construction of Shenzhen Bay Super Headquarters Base speeds up, the conflict between human and nature become increasingly prominent against the intensified development. Therefore, the following problems should be addressed in the district planning: 1. How to retain Shenzhen’s urban characteristics based on mountain and sea in the context of high-density built environment; 2. how to coordinate peripheral ecological environment with the high-density urban environment; 3. how to embed natural resources into the city memory; 4. how to smoothly connect the Project district to public recreational spaces and pedestrian circulations of the urban area; 5. how to create diversified and distinctive functional spaces that are user-friendly, comfortable, interesting and static-dynamic balanced in the highly-compounded multi-level public space that can accommodate diversified activities; 6. how to showcase the distinctive features of the Project’s location, climate and ecological environment.

In response to the above demands, with people-oriented design philosophy, it is required to detail the landscape and public space system within the established framework of urban design and comprehensive transportation for unique coastal landscapes, top-class cultural landscapes and citizen spaces of coastal city, a gateway image as “the world metropolis ” and a benchmark of in-depth integration between green ecology and state-of-the-art technology.

III. Design Scope

The scope of the overall landscape design of this international consultation covers an area of about 146 ha, including: site property line scope of Shenzhen Bay Super Headquarters Base of 117ha, which is defined by Bin Hai Da Dao, Shen Wan Yi Lu, Shen Wan Wu Lu, Bai Shi San Dao and Bai Shi Lu; area of 29ha beyond the site defined by southward extension of Shen Wan Yi Lu and Shen Wan Wu Lu to Shenzhen Bay Park.

IV. Consultation Rules

To highlight openness, innovation and practicality and ensure up-to-date concept and high-quality deliverables, 8 to 10 renowned international and domestic design firms will be selected for schematic design. The registration is open to all interested design firms (including consortium) without requirements on qualification certificate.

V. Consultation Procedures

This international consultation is divided into three phases, i.e., design firm solicitation, schematic design phase, and subsequent cooperation:

Phase I: Design firm solicitation (Aug. to Oct. 2019)

Project presentation is scheduled at the end of August. The interested design firms may make pre-registration and attend the presentation.

The official announcement will be issued at the end of September for open registration of international and domestic design firms.

A pre-qualification committee will be set up by the Host in early November to select 8 to 10 excellent design firms. The prequalified design firms will be publicized with notice for schematic design.

Phase II: Schematic design (Nov. 2019 to Jan. 2020)

The prequalified design firms will be organized to visit the site and attend Q&A meetings in early November.

The prequalified design firms should complete and submit design deliverables as required by the Design Brief within the prescribed time. The design evaluation meeting will be held in early January, where the design evaluation committee established by the Host will review the submitted design deliverables and select 3 non-ranking winning proposals and submit them to Shenzhen Bay Super Base Construction Headquarters Office to finalize the first place winner according to relevant procedures. The result will be publicized on Shenzhen project trading service website.

Phase III: Subsequent cooperation (Feb. 2020 to Dec. 2020)

Chief architect of the first place winner should properly attend design meetings for Shenzhen Bay Super Headquarters Base.

Note: The above work plan is tentative and subject to adjustment by the Host based on project presentation and discussion as well as district planning and design requirements.

VI. Project presentation

To help the registered design firms gain a better understanding of urban design and traffic planning etc. for Shenzhen Bay Super Headquarters Base, and full details of this international consultation, this project presentation will be held jointly by the Host and relevant departments before official announcement, to give a detailed introduction of the existing conditions of Shenzhen Bay Super Headquarters Base, and carry out technical discussions with the participating design firms.
