After the closing of the Shenzhen Universiade, SCD was recommended and requested by the SZPL to participate in the investigation of turning the temporary torch tower site into a permanent memorial place of the Universiade. A number of options from landscape design companies are generally continuing the symbolism and symmetry of the Spring Cocoons Stadium by adding flyovers, and expanding the plaza and the waterfront of the present site. SCD’s proposition is to first identify and understand the problem, and then solve the problem in a sustainable manner. Through field research, seminars, consultation with relevant departments, design agencies and residents in the proximity, SCD identified some design issues: 1. the temporary torch tower is located in a narrow site between the roadside of the main traffic and the waterfront park which is inconvenient to access and to commemorate; 2. pedestrian bridge(s) in some cases do not correspond to the needs of the surrounding residents and the circulation from the stadium to the park; 3. the original temporary location may also affect the visual composition of the sea gate of the stadium from the Shenzhen Bay and vice versa; 4. the cost for land form and the proposal of reclamation based on the original location are both uneconomical and not environmentally friendly. Therefore, moving the torch tower to the hill on the south where a more open circular plaza was planned and connecting the circulation of the stadium with pedestrian bridge would serve a better solution. Though the proposal was not adopted, the brainstorms, open discussions and design contention demonstrated independent thinking and design proposition of the SCD which participants were impressed and inspired.
After the closing of the Shenzhen Universiade, a design project for the construction of the memorial plaza at the site of the Universiade Torch Tower was launched by Member of Standing Committee, CPC Shenzhen Municipal Committee and Executive Vice Mayor of Shenzhen, along with heads of government departments and companies such as Urban Planning Land & Resources Committee of Shenzhen Municipality, Bureau of Public Works of Shenzhen Municipality, Urban Management Bureau of Shenzhen Municipality, China Resources (Holdings) Co., Ltd. (CR) and landscape design companies. Through collaborated work and assessment, the two final design options, one themed “Butterfly Transformation: From Spring Cocoon to Butterfly“” and the other “Relay of Youth”, were publicized for public comment.
